2. Extent

Each pass issued under this rule shall be in four parts which shall be dealt with as under:

  • PART I shall be retained on the records of the officers issuing the pass ;
  • PART II shall be sent by post to the Customs Officer-in-chage of the Customs Station from which shipment of Indian-made foreign liquor is to take place;
  • PART III, to together with the import-in-bond pass or the no objection certificate in case of export, shall be forwarded to the officer-in-charge of the bonded warehouse from which Indian-made foreign liquor is to be issued; and
  • PART I V shall be handed over to the applicant or his agent.

• महाराष्ट्र राज्याच्या बाहेर असलेल्या इतर राज्यांना हा नियम लागू होत नाही — त्यांचे आपले नियम असतात.

• **सोप्या शब्दांत:** हा नियम "संपूर्ण महाराष्ट्र" या एकीच नियमाने चालतो, अलग-अलग जिल्ह्यांमध्ये वेगवेगळे नियम नाहीत.

7. Procedure in transit.

  1. The transporter or exporter or his agent shall present Part IV of the pass to the Officer-in-charge of the bonded warehouse (herein after referred to as the said officer in-charge) from which Indian-made foreign liquor is to be removed. Such officer shall compare Part IV with Part III and ifhe sees no objection to issue the Indian-made foreign liquor from the bonded warehouse.

  2. The said officer-in-charge shall seal with his official seal each cask, drum or package containing Indian-made foreign liquor to be transported or exported, which shall also bear fbr the purpose of identification the number of the pass, the serial number of the casks, drums or packages, the kind, quantity and strength of the Indian-made foreign liquor contained there in, and the name of the Customs Station from which the consignment of Indian-made foreign liquor is to be despatched and the name of the place to which the consignment is to be despatched.

  3. The said officer-in-charge shall fill in the particulars under the head "Advised" on the reverse of Parts III and IV of the pass, complete the endorsements there under; and hand over Part IV together with the import-in-bond pass or the no objection certificate to the transporter or exporter; as the case may be, and forward by post Part III with a copy thereon, of the impression of the seal used in scaling the cask, drums and packages, to the Customs Officer-in-charge of the Customs Station from which dispatch of the Indian-made foreign liquor is to take place.

  4. When filling in the particulars 1referred to in1 sub-rule (3), the strength to be shown in column 4 on the reverse of Parts III and IV of the pass under the head "Advised", shall be the strength declared in the 1transporter's or exporter's 1 application, as the case may be, and verified by the said officer-in-charge from previous records and colums 5 on the reverse of the said parts, shall be filled in accordingly.

  5. The said officer-in-charge shall then allow the consignment to be removed from the bonded warehouse at the transporter's or exporter's risk and expense. He shall pay all warehouse dues, if any before the consignment is removed from warehouse.

  6. The transporter or exporter shall remove the consignment under excise escort at his 1expense1 upto such distance as may be ordered by the Collector.

**पास चा भाग II काय आहे?**
• जेव्हा तुम्ही दारू एका जागेवरून दुसऱ्या जागेवर वाहून नेता तेव्हा एक "pass" मिळतो.
• या pass चे दोन भाग असतात — Part I आणि Part II.
• Part II हा भाग सदैच दारूच्या खेपेसोबत असणे अनिवार्य आहे.

**वाहतुकीदरम्यान Part II कसा वापरावा?**
• ज्या वेळी दारूचा खेप एक जागेवरून दुसऱ्या जागेवर जात असेल त्या वेळी Part II सोबत असलेच पाहिजे.
• रस्त्यात कोणी अधिकारी तपासणी करू गेल्यास Part II दाखवावा लागतो.

**कोण तपासणी करू शकतो?**
• Prohibition and Excise Officer (हवालदार किंवा त्यापेक्षा उच्च दर्जाचा)
• Police Officer (हवालदार किंवा त्यापेक्षा उच्च दर्जाचा)
• Revenue Officer (अवल करकुन किंवा त्यापेक्षा उच्च दर्जाचा)

**महत्वाचे नियम:**
• जर Part II न दाखविले तर दारूचा खेप जप्त होऊ शकतो.
• या नियमाचे उल्लंघन केल्यास दंड आणि तुरुंगवास होऊ शकतो.

**उदाहरण:** तुमच्याकडे मुंबई ते पुणे दारू वाहून जाण्याचा परवाना आहे, तर पास चा Part II तुमच्याकडे असलेच पाहिजे.

8. Procedure to be followed at the place of import

  1. The transporter or exporter, as the case may be, or his agent, shall present to the Customs Officer-in-charge of the Customs Station of despatch the whole consignment for inspection along with Part IV of the pass.

• पेटीचा संख्या आणि प्रमाणपत्रात लिहिलेली संख्या एकसारखी आहे का हे पाहतो.

**जर seals बिघडलेले असतील:**

• अधिकारी पेटी उघडून आत काय आहे त्याचे तपास करतो.

• प्रमाणपत्रातील माहितीशी हेरफेर होते का हे तपासतो.

**जर fee पूर्ण न भरलेली असेल:**

• तपास अधिकारी आयातदारला उरलेली fee भरायला सांगतो.

• Collector ला याची माहिती देतो.

**प्रमाणपत्र आणि pass कसे वापरायचे:**

• Certificate हे Part II वरून अलग करून Collector कडे भेजले जाते (Part I सह).

• Part II ची प्रत घेऊन आयातदारला परत दिले जाते, ज्यासाठी तो ते आपल्या रेकॉर्डमध्ये ठेवू शकतो.

हे प्रक्रिया दारू आयातीची पारदर्शकता आणि अनियंत्रित दारू येणे रोखण्यासाठी आहे.
