Provided that any such rules may be made without previous publication if the 1[State]1 Government considers that they should be brought into force at once.
2[(4) All rules made under this Act shall be laid for not less than thirty days before each House of the State Legislature as soon as may be after they are made, and shall be subject to such modifications as the State Legislature may make during the session in which they are so laid or the session immediately following.]2
144. Commissioner's Power to make Regulations
(a) regulating as the case may be the 4[supply or storage]4 of any intoxicant 5[denatured spirituous preparation]5 or hemp, 7mhowra flowers7 or molasses including—
- (i) the erection, inspection, supervision, management and control of any place for the manufacture, supply or storage of such article, and the fittings, implements and apparatus to be maintained there in;
(b) regulating the deposit of any intoxicant, hemp, 7mhowra flowers7 or molasses in a warehouse and the removal of such articles from any such warehouse or from any distillery or brewery;
(d) prescribing the scale of fees 9[including rent or consideration]9 or the manner of fixing the fees payable in respect of any storage of any intoxicant, hemp, 7mhowra flowers7 or molasses;
(e) regulating the time, place and manner of payment of any duty or fees;
(h) providing for the destruction or other disposal of any intoxicant declared to be unfit for use;
(i) regulating the disposal of confiscated or forfeited articles;
