(b) which is calculated to encourage or incite any individual or class of individuals or the public generally to commit any offence under this Act or to commit a breach of or to evade the provisions of any rule, regulation or order made there under, or the conditions of any licence, permit, pass or authorisation granted there under.
24A. Nothing in this Chapter shall be deemed to apply to—
- 1any toilet preparation containing alcohol which is unfit for use as intoxicating liquor1;
- (2) any medicinal preparation containing alcohol which is unfit for use as intoxicating liquor;
- 3(3) any antiseptic preparation or solution containing alcohol which is unfit for use as intoxicating liquor;3
- 3(4) any flavouring extract, essence or syrup containing alcohol which is unfit for use as intoxicating liquor3
Provided that 4such article4 corresponds with the description and limitations mentioned in section 59A:
Provided further that the purchase, possession or use of any liquor or alcohol for the manufacture of any 4such article4 shall not be made or had except under a licence granted under section 31A.
5Explanation.—Nothing in this section shall be construed to mean that any person may drink any toilet preparation, or antiseptic preparation or solution, containing alcohol; and it is hereby provided that no person shall drink any such preparation.5

The 6State6 Government may, by notification in the Official Gazette, direct that any preparation containing alcohol not exceeding a specified percentage by volume shall be exempt from any of the provisions of this Act or rules, regulations or orders made there under.

राज्य शासनास-
(अ) राज्य शासनास ज्या शर्ती घालणे योग्य वाटेल त्या शर्तीवर या अधिनियमांअन्वये दिलेल्या लायसनास अनुसरून ज्या भट्टीत मद्यसार तयार करता येईल अशी भट्टी स्थापन करता येईल
(ब) स्थापन केलेली कोणतीही भट्टी बंद करता येईल ;
(क) दारूची भट्टी व आसवनी बांधण्यासाठी व चालविण्यासाठी राज्य शासनास ज्या शर्ती घालणे योग्य वाटेल अशा त्या शर्तीवर लायसन देता येईल ;
(ड) जी मध्ये शुल्क न देता कोणतीही दारू मादक द्रव्यट भांग, मोहाची फुले किंवा काकवी ठेवता येईल अशी वखार स्थापन करता येईल किंवा तिच्यासाठी लायसन देता येईल ; आणि
(ई) अशा रीतीने स्थापन केलेली कोणतीही वखार बंद करता येईल.
