23. Prohibition of soliciting use of intoxicant or hemp or doing any act calculated to incite or encourage member to commit offence. मादक द्रव्य किंवा भांग वापरण्याची विनंती करण्यास अथवा जनतेतील एखाद्या व्यक्तीस अपराध करण्यास चिथावणी किंवा उत्तेजन देण्याच्या हेतूने कोणतेही कृत्य करण्यास मनाई.

(3) A registered medical practitioner shall state, in every prescription for intoxicating liquor issued by him, the name and address of the person to whom issued, the date of issue, directions for use, and the amount and frequency of the dose, and shall preserve a copy of the prescription for one year from the date of issue. On the copy so preserved he shall state the purpose or ailment for which the intoxicating liquor is prescribed.

No person shall—

  1. (a) solicit the use of 1[or]1 offer any intoxicant or hemp; or
  2. (c) do any act which is calculated to incite or encourage any member of the public or a class of individuals or the public generally to commit any offence under this Act or to commit a breach of any rule, regulation or order made there under or the conditions of any licence, permit, pass or authorization granted there under.

कोणतीही व्यक्ती-
(अ) कोणतेही मादक द्रव्य किंवा भांग वापरण्याची विनंती करणार नाही किंवा असे द्रव्य किंवा भांग देऊ करणार नाही ; अथवा

(क) जनतेतील कोणत्याही व्यक्तीस किंवा एखाद्या वर्गातील व्यक्तीस किंवा सर्वसामान्य लोकांस या अधिनियमाखालील कोणताही अपराध करण्यास किंवा तद्न्वये केलेल्या कोणत्याही नियमाचा किंवा विनियमाचा किंवा तद्न्वये दिलेल्या कोणत्याही आदेशाचा भंग करण्यास किंवा तद्न्वये दिलेले कोणतेही लायसन, परवाना, पास किंवा प्राधिकारपत्र याच्या कोणत्याही शर्तीचा भंग करण्यास चिथावणी किंवा उत्तेजन देण्याच्या हेतूने कोणतेही कृत्य करणार नाही.

**Rule 23 चा अर्थ असा की तुम्ही हे काम करू शकत नाही:**

1. **दुसऱ्यांना दारू देणे किंवा सांगणे**

- "अरे, एक पेग घे न!" असे सांगू शकत नाही

- Prohibition कायद्याचे उल्लंघन करण्यास कोणालाही प्रोत्साहित करू शकत नाही
- "घरी दारू बनवून रख, कोण जाणेल?" असे सांगू शकत नाही
- अधिकारीचे licence किंवा permit तोडण्यास कोणालाही चिथावणी देऊ शकत नाही

3. **कोणता कृत्य अपराध मानला जाईल?**
- जर तुमचा हेतू दुसऱ्यांना दारूचे कायदे तोडण्यास प्रोत्साहित करणे हो
- तर भाषण, पत्र, विज्ञापन, किंवा कोणताही माध्यम वापरून सांगले तरी अपराध आहे

**दंड:**
हे केल्यास ₹1,000 दंड किंवा 6 महिने तुरुंगवास किंवा दोन्ही हो शकते।

24. Prohibition of publication of advertisement relating to intoxicant, etc. मादक द्रव्य, वगैरे यासंबंधीच्या जाहिराती प्रसिद्ध करण्यास मनाई.

  1. (1) No person shall print or publish in any newspaper, news-sheet, book, leaflet, booklet or any other single or periodical publication or otherwise display or distribute any advertisement or other matter,—

    1. (a) which 5solicits5 the use of or offers any intoxicant or hemp;
    2. (b) which is calculated to encourage or incite any individual, class of individuals or the public generally to commit an offence under this Act, or to commit a breach of or to evade the provisions of any rule, regulation or order made there under or the conditions of any licence, permit, pass or authorization granted, there under.

  2. (2) Save as otherwise provided in sub-section (3), nothing in this section shall apply to—

    1. (a) catalogue or price lists which may be generally or specially approved by the 6Commissioner6 in this behalf;
    2. (b) any advertisement or other matter contained in any newspaper, news sheet, book, leaflet, booklet or other publication printed and published outside the 7State7;
    3. (c) any advertisement or other matter contained in any newspaper printed, and published in the 7State7 before such date as the 8State8 Government may by notification in the Official Gazette, specify; and
    4. (d) any other advertisement or matter which the 8State8 Government may, by notification in the Official Gazette, generally or specially exempt from the operation of this section.

  3. (3) Notwithstanding anything contained in sub-section (2), the 8State8 Government may, by notification in the Official Gazette, prohibit within the 7State7 the circulation, distribution or sale of any newspaper, news-sheet, book, leaflet, booklet or other publication printed and published outside the 7State7 which contains any advertisement or matter,—

    1. (a) which 5solicits5 the use of or offers any intoxicant or hemp; or
