Vendor's Licence for sale of Foreign Liquor

24. Application for licence अनुज्ञप्तीकरीता अर्ज

—Any person desiring to sell foreign liquor by retail to persons holding licences or permits for its possession, consumption or use shall apply, in Form EL7A.I.B appended to these rules 22 for a licence in Form F.L. II 3to3 the Collector of the District in which he desires to locate the licensed premises for selling foreign liquor. Every such application shall be accompanied by a chalan evidencing payment of a fee of 1[Rs. 2,0001 in respect of application for a vendor's licence in cities with a population of one lakh and 3Rs. 1,000 elsewhere.3

त्याच्या ताब्यात, उपभोग किंवा वापरासाठी अनुज्ञप्ती किंवा परवाना धारण करणाऱ्या व्यक्तींना किरकोळ विदेशी दारू विक्री करण्याची इच्छा असलेल्या कोणत्याही व्यक्तीने या नियमांना जोडलेल्या फॉर्म एफ.एल./ए.आय.बी. मध्ये अर्ज करावा.

**अर्ज कोण करू शकतो?**
- जो व्यक्ती विदेशी दारू किरकोळ (retail) विक्री करू इच्छितो, म्हणजे ज्या लोकांकडे दारू धारण करण्याचा licence किंवा permit आहे, त्यांना विक्री करू इच्छितो.

**अर्ज कसे करावा?**
- Form F.L./A.I.B. भरून District च्या Collector कडे द्यावा.
- जिथे तुम्हाला दारूची दुकान (shop) उघडायची आहे, त्या जिल्ह्याच्या Collector कडे अर्ज करावा.

**Fee (शुल्क) किती भरावा?**
- **शहरांमध्ये (जिथे लोकसंख्या १ लाख या वर आहे):** ₹2,000 भरावे लागतील
- **गावांमध्ये (इतर ठिकाणी):** ₹1,000 भरावे लागतील

**महत्वाचे:**
- अर्जाच्या साथ चालान (receipt) असावी जी दाखवते की तुम्ही fee भरलात.
- अर्ज मंजूर झाल्यास तुम्हाला Form F.L. II (licence) मिळेल.

उदा., जर तुम्हाला पुण्यात विदेशी दारूची दुकान उघडायची आहे, तर पुणे जिल्ह्याच्या Collector कडे ₹2,000 fee भरून अर्ज द्यावा.

424A. Consideration of application for licence by Committee4

—Applications received under rule 24, shall be considered by a Committee consisting of the following members, namely:—

  1. Collector of the District Chairman
  2. Commissioner of Police or his representative who is not below the rank of Deputy Commissioner of Police. Member
  3. Superintendent of Police of the District except in Greater Bombay. Member
  4. Chief Executive Officer of the Zilla Parishad of the District and in case of Greater Bombay area the Municipal Commissioner or his representative not below the rank of Deputy Municipal Commissioner. Member
  5. Superintendent of Prohibition and Excise of the District. Member-Secretary

424-B. The Committee constituted under rule 24-A, shall determine the number and location of the required shops and shall carry out the selection of candidates, by drawing lots from the suitable candidates, subject to general or special orders, if any, issued in this behalf by Government from time to time.4

25. Grant of vendor’s licence and payment of fees मद्यविक्रेता (किरकोळ विक्री) अनुज्ञप्ती मंजूरी आणि फीचा भरणा

5(1) The Collector shall in conformity with the Committee's recommendation, and after satisfying himself that the premises proposed for location of the shop for selling foreign liquor are in conformity with the provisions of the rules and instructions issued by the State Government or the Commissioner in this behalf from time to time, and that there is no objections to grant the licence applied for, may inform the applicant of the decision and grant the licence in Form FL-II on payment of deposit of Rs. 10,000 and of a fee (inclusive of consideration) payable as per the scale given below5
