Rule 15(3)
No licence shall be granted for a period exceeding 1one year1 and in any case not beyond 31st March 1next following the date of1 the commencement of the licence.
15A. Existing licence holders विद्यमान परवानाधारक
On the commencement of the Maharashtra Distillation of Spirit and Manufacture of Potable Liquor (Amendment) Rules, 1988, a licence granted under sub-rule (2) of rule 15 for a period of five years prior to such commencement, the period of which does not expire on the 31st March 1988 shall be deemed to have come to an end on the 31st March 1988 and it shall further be deemed to be a fresh annual licence granted with effect from the 1st April 1988, in terms of the said amendment rules:
Provided that, a holder of such licence shall, within a period of two months from such commencement, be required to pay the difference in licence fee, in proportion to the licence fee already paid by him under the sub-rule (2) of rule 15 as it stood prior to such commencement and the licence fees payable in terms of the said amendment rules.
Explanation—For determining the "difference in licence fee payable in terms of the said amendment rules", as mentioned in the above proviso, the following method shall be adopted.—
The licence fee paid under sub-rule (2) of rule 15 as per the provisions as they stood before the commencement of the Maharashtra Distillation of Spirit and Manufacture of Potable Liquor (Amendment) Rules, 1988, being the fee for a total period of five years, a sum calculated by multiplying the number of complete years of unexpired portion of the period of licence as on the 31st March 1988, by an amount equal to one fifth of the total amount of licence fee already so paid shall be treated as at the credit of such licence holder. The licensee shall have to pay the difference between the amount at his credit and the amount payable under the said amended provisions:
Provided further that, where a licence holder fails to pay the difference, in the licence fee payable in terms of the said amendment rules within a period of two months from the commencement of the said amendment rules, his licence shall be treated as cancelled.
महाराष्ट्र मद्यार्क आसवन व सेवनयोग्य मद्य उत्पादन (सुधारणा) नियम, १९८८ अमलात आल्यानंतर, अशा प्रारंभापूर्वी पाच वर्षांच्या कालावधीसाठी नियम १५ च्या उपनियम (२) अन्वये मंजूर केलेला परवाना, ज्याचा कालावधी ३१ मार्च १९८८ रोजी समाप्त होत नाही, तो ३१ मार्च १९८८ रोजी समाप्त झाला आहे असे मानले जाईल आणि तो पुढे सदर सुधारणा नियमांच्या अटींनुसार १ एप्रिल १९८८ पासून मंजूर केलेला नवीन वार्षिक परवाना असे मानले जाईल: परंतु, अशा परवान्याचा धारक अशा प्रारंभापासून दोन महिन्यांच्या आत, अशा प्रारंभापूर्वी नियम १५ च्या उपनियम (२) अन्वये त्याने आधीच भरलेल्या परवाना शुल्काच्या प्रमाणात आणि सदर सुधारणा नियमांच्या अटींनुसार देय परवाना शुल्क यांच्यातील परवाना शुल्कातील फरक भरण्यास बांधील असेल.
१९८८ च्या सुधारणांनंतर जुने दारूचे परवाने स्वयंचलितपणे नवीन नियमांखाली रूपांतरित होतील, पण तुम्हाला अतिरिक्त fee भरावी लागेल।

**Fee कसे मोजायचं?**
• तुम्ही ५ वर्षांसाठी जो fee भरला होता, तो विभाजित करा (÷५)
• जी काळ उरलेली होती (उदा., २ वर्षे) तिला या रकमेने गुणा (×२)
• हीच तुमची "credit" आहे
• नव्या नियमांनुसार जो fee देय आहे, त्यातून ही credit वजा करून फरक भरा
**महत्वाचं:**
• जर २ महिन्यात fee भरला नाही तर तुमचा licence cancel होऊन जाईल
• याची जबाबदारी संपूर्णपणे तुमची आहे
उदा.: तुम्ही ५ वर्षांसाठी ₹5000 भरले होते, पण २ वर्षे बाकी होती। तर तुमची credit = (₹5000÷५)×२ = ₹2000। आता नव्या नियमांनुसार ₹3000 देय असेल, तर तुम्हाला ₹1000 अतिरिक्त भरावे लागतील।
16. Renewal of licence परवाना नूतनीकरण
(1) Any licence granted under rule 15 may be renewed by the State Government for a period not exceeding 3one3 year on payment of a renewal 3fee (inclusive of consideration) of fifty thousand rupees3.
