(3) Any Prohibition and Excise Officer specially empowered in this behalf by the Commissioner shall periodically or by surprise inspect the Manufactory and shall submit notes of his inspection to the Officer specified by the Commissioner. He shall also verify the accounts and collection and credit of excise duty by the Manufactory Officer.
11. Authority of Person Authorised by the Licensee परवानाधारकाने अधिकृत केलेल्या व्यक्तीचे अधिकार
Agents, clerks and other persons who have been duly authorised in writing in this behalf by a manufactory licensee and approved by the Manufactory Officer may enter into the manufactory and carry out their work in connection with the manufacture of country liquor during the working hours of the manufactory.
Any person duly authorised in writing in that behalf by a manufactory licensee may sign all applications and indents for the issue of spirit or country liquor.
12. Minimum and Maximum Prices किमान आणि कमाल किमती
A manufactory licensee shall not sell country liquor at a price exceeding the price that may be fixed by the State Government from time to time.

WHOLESALE LICENCES
उत्पादन परवानाधारक राज्य शासनाने वेळोवेळी निश्चित केलेल्या किमतीपेक्षा जास्त किमतीत देशी दारू विकणार नाही.

**हा नियम म्हणजे काय?**
जर तुमच्याकडे देशी दारू बनवण्याचा licence (उत्पादन परवाना) असेल, तर तुम्ही जी किंमत ठरवून विकता तेही शासनाने निर्धारित केलेल्या कमाल किमतीपेक्षा जास्त असू शकत नाही।
**सोप्या भाषेत:**
• शासन महाराष्ट्र सरकार हर काही महिन्यांनी (किंवा गरज असल्यास) दारूची कमाल किंमत ठरवते
• उदा., जर शासनाने म्हटले की "1 बोतल दारूची किंमत ₹500 असणार" तर तुम्ही ₹550 किंवा ₹600 मध्ये विकू शकत नाही
• तुम्ही ₹500 किंवा त्यापेक्षा कमी किमतीत विकू शकता, पण कमाल किंमत (₹500) ओलांडू शकत नाही
**हा नियम का आहे?**
दारूच्या किंमत नियंत्रित करण्यासाठी, जेणेकरून ग्राहकांचा शोषण न होय आणि सर्वांना वाजवी किंमतीत दारू मिळतील।
**उल्लंघन झाल्यास:**
जर तुम्ही शासनाने ठरवलेल्या किमतीपेक्षा जास्त किमतीत दारू विकल्यास तुम्हाला दंड किंवा licence रद्द होऊ शकतो।
13. Application for wholesale licence घाऊक विक्री परवान्यासाठी अर्ज
Any person desiring to sell country liquor by wholesale shall make an application for a licence in that behalf to the Commissioner through the Superintendent of the district in which he desires to establish a warehouse for the purpose of storing the country liquor, such application shall be accompanied by a chailan evidencing payment of fees of rupees one hundred and shall contain the following particulars namely:
(a) Name and address of the applicant and in case of a firm or a company the name and address of the partners or Directors as the case may be;
(b) Exact location and full address of the premises where the warehouse shall be located;
(c) Whether on the date of application the applicant (or any of his partner / Director) holds or has at any time in the past (individually or in partnership with others) held other excise licence and if so, the details thereof;
(d) Proof of solvency of the applicant;
(e) Whether the applicant is in arrears of any excise duty or of any other Government dues such as sales tax, income tax etc;
(f) An undertaking that he shall abide by the conditions of licence and the provisions of the Bombay Prohibition Act, 1949 (Bom. XXV of 1949) and the rules, regulations and orders made there under from time to time.
देशी दारू घाऊक विक्री करू इच्छिणारी कोणतीही व्यक्ती ज्या जिल्ह्यात व्यवसाय करू इच्छिते त्या जिल्ह्याच्या अधीक्षकामार्फत आयुक्तांकडे त्या संबंधात परवान्यासाठी अर्ज करेल.

14. Grant of Licence परवाना देणे
On receipt of an application under rule 13, the Superintendent shall verify the particulars given therein and satisfy himself that the building or rooms of the warehouse for the purposes of sale of country liquor by wholesale conform in the requirements of rule 15. He may make such other inquiries as he deems necessary in respect of the proposed warehouse premises and matters incidental thereto and shall forward the application to the Commissioner, with his remarks.
