the name of the Government distillery or warehouse 1[or any licensed distillery or warehouse]1 from which the applicant desires to purchase duty-free spirit;
the quantity of duty-free rectified spirit required by the applicant during the period of the licence;
the quantity of rectified spirit which the applicant is allowed to have in his possession at any one time under the licence held by him;
the quantity of rectified spirit which the applicant is allowed to buy in the aggregate in any one month under the licence held by him;
the number and date of the licence held by the applicant and the designation of the authority which granted it.
(3) When the application under sub-rule (7) is made on behalf of an educational institution, the application shall be accompanied by a certificate granted by the Director of Education or the Educational Inspector or any other departmental head approved by the Commissioner in that behalf showing the number of students studying at the institution and the quantity of duty-free rectified spirit required there in for educational purpose.
16-B.
On receipt of the application under sub-rule (7) of rule 16-A, the Collector shall make such enquiries as he deems necessary and if he is satisfied—
that duty-free rectified spirit is required by the applicant for bona fide research or educational purpose;
where such spirit is required on behalf of an institution, museum or picture gallery, that such institution is a bona fide research or educational institution or a museum or picture gallery, as the case may be;
that there is no objection to issue duty-free rectified spirit to the applicant, 2[he may sanction the application by an order exempting the applicant from payment of excise duty stating there in]2 the quantity of duty-free rectified spirit which may be issued to the applicant:
