C. DEPARTMENTAL REVIEW COMMITTEE (सार्वचीय पुनर्विलोकन समिती)
Composition (Committee-1 — for initial service review):
- Chairman: Additional Chief Secretary / Principal Secretary / Secretary, State Excise Department
- Member-1: Joint/Additional Secretary, Home (State Excise) Department
- Member-2: Joint/Additional Secretary, Home (Transport) Department
- Member-Secretary: Execution Officer, Home (State Excise Department), Execution No. 1
Functions:
- Review the service record and fitness of officers/employees upon attaining triggering age/service
- Submit recommendations to appropriate authorities
- Forward departmental review committee recommendations to competent authorities for final orders
D. SPECIAL REVIEW COMMITTEE (विशेष पुनर्विलोकन समिती)
Applicability: Officers/employees found unfit for continued service by the departmental review committee
Composition (Committee-2 — for appeal/challenge):
- Chairman: Additional Chief Secretary / Principal Secretary / Secretary, State Excise Department
- Member: Joint/Additional Secretary, Home (Foreign) Department
- Member-Secretary: Execution Officer, Home (State Excise Department), Execution No. 3
Functions:
- Review notices of unsuitability served on officers/employees
- Consider representations/appeals by officers against negative departmental findings
- Submit recommendations to competent authorities for final orders
E. PROCEDURE TO BE FOLLOWED

Commissioner, State Excise Department shall:
- Submit service review proposals to Government from time to time
- Forward departmental review committee recommendations to appropriate authorities for final orders
- Forward special review committee recommendations to appropriate authorities for final orders

Service Review Process:
- Conducted in accordance with the procedures and instructions specified in General Administration Department's Government Resolution dated 10.06.2019
- Officers found unfit for continued service shall have their cases referred to the Special Review Committee (as per Government Resolution dated 01.06.2019)

No Automatic Disqualification:
- Officers who are found clearly unfit for continued service by the Special Review Committee shall be dealt with as per procedures outlined in Government Resolution dated 01.06.2019
