Why MyExcise Was Created

The Maharashtra Excise Manual contains the Maharashtra Prohibition Act, 1949 (MPA) along with all the rules, regulations and orders made thereunder. Under Section 143 of the MPA, approximately 60 rules have been framed; under Section 144, about 5 regulations; and under various other powers, approximately 139 orders have been issued — making it one of the most comprehensive yet complex bodies of excise law in India.

Excise policy is highly dynamic. The State Government frequently issues Gazette notifications amending the rules — changing excise duties, transport fees, export fees, delegation of powers, licence conditions, shop timings, and procedures for issuing various types of licences. These amendments are scattered across official gazettes that are difficult to track.

A key problem is that not all circulars and amendments are available in physical form in all district offices, creating information asymmetry — the same procedure is followed differently at different places, causing hardship to licensees and confusion among officers.

MyExcise was built to solve this. The entire Maharashtra Excise Manual has been digitised here. When a new Gazette notification or amendment is issued by the Government, it is uploaded and linked directly to the existing rule or section it amends — so every user always sees the current, up-to-date position of any rule at a single click.
