In excercise of powers conferred by clauses (a) and (b) of sub-section (1) of section 144 of the Bombay Prohibition Act, 1949 (Bom. XXV of 1949), and in suppression of the Bombay Molasses Storage and Supply Regulations, 1959, the Director of Prohibition and Excise, Maharashtra State, Bombay, hereby makes the following regulations, namely –
📋 AT A GLANCE: These Rules govern the storage, handling, and supply of molasses in Maharashtra, establishing procedures and requirements for persons engaged in molasses commerce under the Bombay Prohibition Act. The regulations prescribe conditions for licensed molasses storage facilities, transport operations, record-keeping obligations, and compliance measures to ensure proper control and accountability of molasses distribution within the State.

- Amended by GN-F.No.4/1/2018-(BP&E)(Part), dated 21st December 2023 — Guidelines prescribe molasses storage, segregation, handling, quality monitoring (Brix, Purity, TRS), and supply protocols for ethanol units, requiring separate storage tanks, color coding, and daily .

१. राज्य उत्पादन शुल्क आयुक्त, महाराष्ट्र राज्य यांची अधिसूचना क्र. MLS. 112011-RKS-IV दिनांक २४ सप्टेंबर २०१५ ने सुधारित.
मुंबई दारूबंदी अधिनियम, १९४९ (मुंबई क्र. XXV, १९४९) च्या कलम १४४ च्या उप-कलम (१) च्या खंड (अ) आणि (ब) द्वारे प्रदान केलेल्या अधिकारांचा वापर करून, आणि मुंबई मळी साठवणूक व पुरवठा विनियम, १९५९ रद्द करून, दारूबंदी व उत्पादन शुल्क संचालक, महाराष्ट्र राज्य, मुंबई, याद्वारे खालील विनियम तयार करत आहेत, म्हणजे –
Short title and extent. शीर्षक आणि व्याप्ती
These regulations may be called the Maharashtra Molasses Storage and Supply Regulation, 1965.
They extend to the whole of the State of Maharashtra.
They shall come into force at once.
या विनियमांना महाराष्ट्र मळी साठवणूक व पुरवठा विनियम, १९६५ म्हणता येईल.
हे संपूर्ण महाराष्ट्र राज्याला लागू आहेत.
ते तात्काळ अंमलात येतील.
Definitions व्याख्या
In these regulations, unless the context otherwise requires, -
"Act" means the @Bombay Prohibition Act, 1949.
"Factory" means a place where sugar or gur is manufactured.
"Licensee" mean a person holding a licence in Form M-I, M-II of M-III under the Bombay Molasses Rules, 1955.
"Producer of molasses" means the owner or a person in-charge of a factory where molasses is produced in the process of manufacture of sugar of gur.
या विनियमांमध्ये, संदर्भानुसार अन्यथा आवश्यक नसल्यास, -
"अधिनियम" म्हणजे @मुंबई दारूबंदी अधिनियम, १९४९.
"कारखाना" म्हणजे ज्या ठिकाणी साखर किंवा गूळ तयार केला जातो ती जागा.
"परवानाधारक" म्हणजे मुंबई मळी नियम, १९५५ अंतर्गत नमुना M-I, M-II किंवा M-III मध्ये परवाना धारण करणारी व्यक्ती.
"मळी उत्पादक" म्हणजे ज्या कारखान्यात साखर किंवा गुळाच्या उत्पादन प्रक्रियेत मळी तयार होते त्या कारखान्याचा मालक किंवा प्रभारी व्यक्ती.

STORAGE AND SUPPLY
Every licensee shall store molasses in a manner which shall prevent its leakage and deterioration by admixture with water or any other extraneous substance.
साठवणूक व पुरवठा
प्रत्येक परवानाधारकाने मळी अशा प्रकारे साठवावी की ज्यामुळे तिची गळती आणि पाणी किंवा इतर कोणत्याही बाह्य पदार्थाच्या मिश्रणामुळे होणारी खराबी टाळता येईल.
Gauging of tank टाक्यांचे मोजमाप
All storage tanks or pits of molasses shall be gauged and their capacities found out for every centimeter of their height. Gauge rods showing the volume for every centimeter of height shall be prepared for all tanks and pits. No storage tank or pit shall be used unless it is so gauged and unless gauging tables, as in the case of spirit, are prepared showing dimensions and volume in litres per centimeter of height;
Provided that, the Commissioner may, subject to such conditions as he may think fit to impose, permit molasses to be stored in storage tank or pit of molasses, which are not gauged, regard being had to the circumstances prevailing at the producer's sugar factory or the premises of the holder of licence, in Form M-III, as the case may be.
All drums, tins or other receptacles used for the storage of molasses shall be painted or labeled adequately showing the tare weight, capacity and the actual weight of molasses in the container.

परंतु, आयुक्त, त्यांना योग्य वाटतील अशा अटींच्या अधीन राहून, मापन न केलेल्या साठवण टाकी किंवा खड्ड्यात मळी साठवण्याची परवानगी देऊ शकतील, उत्पादकाच्या साखर कारखान्यात किंवा नमुना M-III मधील परवानाधारकाच्या परिसरात प्रचलित परिस्थितीचा विचार करून, जसे प्रकरण असेल.
मळीच्या साठवणुकीसाठी वापरण्यात येणारे सर्व ड्रम, टीन किंवा इतर पात्रे पुरेशी रंगवलेली किंवा लेबल केलेली असावीत, ज्यावर तार वजन, क्षमता आणि पात्रातील मळीचे प्रत्यक्ष वजन स्पष्टपणे दर्शविलेले असावे.
supplies of molasses मळीचा पुरवठा
No supplies of molasses shall be made to any person unless the weight is ascertained by actual weighment or by working out its volume and density.
प्रत्यक्ष वजन करून किंवा त्याचे आकारमान व घनता काढून वजन निश्चित केल्याशिवाय कोणत्याही व्यक्तीला मळीचा पुरवठा केला जाणार नाही.
Certified weighment and scale प्रमाणित वजन व मापे
For the purpose of weighment all licensees shall maintain a 1[electronic weighments conforming to the Bureau of Indian Standard (BIS)].
तोलमापनाच्या उद्देशाने सर्व परवानाधारकांनी 1[भारतीय मानक ब्यूरो (BIS) च्या अनुरूप इलेक्ट्रॉनिक तोलमापन यंत्रे] राखावीत.

ADDITIONAL REGULATIONS FOR FACTORIES
A producer of molasses shall store molasses in leak-proof tanks or pits which shall be kept in good condition. All storage tanks and pits shall be completely covered. All openings, doors and windows leading to the storage tanks or pits shall be fitted with expanded metal and secured with excise locks, the keys of which shall be kept by the Officer appointed by the Commissioner for supervision (hereinafter referred to as "the Officer").
1[Provided that a producer of molasses shall store molasses in fully covered leak proof steel tanks which shall be kept in good condition. All openings, doors and windows leading to the steel storage tanks shall be fitted with expanded metal and secured with excise locks, the keys of which shall be kept by the officer appointed by the Commissioner for supervision (hereinafter referred to as "the officer").]
कारखान्यांसाठी अतिरिक्त विनियम

The producer of molasses shall weigh molasses before it is stored in the storage tanks or pits. 2[* * *]

Inlets and Outlets of molasses storage tank मळीची साठवणूक टाक्यांमधून आत व बाहेर वाहतूक
The storage tanks shall have only one or two inlets for receiving molasses and only one outlet for issuing molasses. The inlets and outlets shall be locked with excise locks.
साठवण टाक्यांना मळी स्वीकारण्यासाठी फक्त एक किंवा दोन प्रवेशद्वारे आणि मळी वितरणासाठी फक्त एक निर्गमन असावे. प्रवेशद्वारे आणि निर्गमन अबकारी कुलपांनी बंद केलेली असतील.
Overhead, Underground or Surface closed tanks वरील, भूमिगत, किंवा पृष्ठभाग बंद टाक्या
If molasses be supplied in tank wagons by a producer of molasses, he may install overhead, underground or surface closed tanks for loading tank wagons. He shall keep tanks in good condition to prevent leakage or deterioration of molasses. The inlet and outlet connections of such tanks shall be secured with excise locks.
जर मळीचा उत्पादक मळी टँक वॅगन्समधून पुरवत असेल, तर तो टँक वॅगन भरण्यासाठी उंच, भूमिगत किंवा पृष्ठभागावरील बंद टाक्या स्थापित करू शकेल. मळीची गळती किंवा खराबी टाळण्यासाठी तो टाक्या चांगल्या स्थितीत ठेवेल. अशा टाक्यांची प्रवेश व निर्गमन जोडणी अबकारी कुलपांनी सुरक्षित केलेली असतील.
Key of Excise locks अबकारी कुलुपांची चावी
The key of excise locks in all the above cases shall remain with the officers.
वरील सर्व प्रकरणांमध्ये अबकारी कुलपांची चावी अधिकाऱ्यांकडे राहील.
Losses or Dryage of molasses मळीचा तोटा किंवा कोरडेपणा
The licensee shall not admit losses or dryage of molasses in storage or in transit.
(i) without the sanction of the Collector, when the losses or drayage exceed 1 per cent, and
(ii) without the sanction of the Commissioner, when such losses or drayage exceed 2 per cent.
When the losses or drayage in storage or in transit are upto 1 per cent, the licensee shall report them to the local Prohibition and Excise Officer.
परवानाधारक साठवणुकीतील किंवा वाहतुकीतील मळीचा तोटा किंवा कोरडेपणा मान्य करणार नाही.
(i) जिल्हाधिकाऱ्यांच्या मंजुरीशिवाय, जेव्हा तोटा किंवा कोरडेपणा १ टक्क्यांपेक्षा जास्त असेल, आणि
(ii) आयुक्तांच्या मंजुरीशिवाय, जेव्हा असा तोटा किंवा कोरडेपणा २ टक्क्यांपेक्षा जास्त असेल.
जेव्हा साठवणुकीतील किंवा वाहतुकीतील तोटा किंवा कोरडेपणा १ टक्क्यांपर्यंत असेल, तेव्हा परवानाधारक स्थानिक दारूबंदी व उत्पादन शुल्क अधिकाऱ्यांना त्याबाबत कळवेल.
Exemption सूट
The Commissioner may, subject to such conditions as he may specify, exempt any licensee from all or any of the provisions of these regulations for a period not exceeding six months, regard being had to the circumstances prevailing at the producer's sugar factory, or the premises of the holder of a licence in form M-III, as the case may be.
आयुक्त, त्यांच्याकडून निर्दिष्ट अशा अटींच्या अधीन राहून, कोणत्याही परवानाधारकाला या विनियमांच्या सर्व किंवा कोणत्याही तरतुदीपासून सहा महिन्यांपेक्षा जास्त नसलेल्या कालावधीसाठी सूट देऊ शकतील, उत्पादकाच्या साखर कारखान्यात किंवा नमुना M-III मधील परवानाधारकाच्या परिसरात प्रचलित परिस्थितीचा विचार करून, जसे प्रकरण असेल.
Storage of Molasses मळीची साठवणूक.
1[Notwithstanding anything contained in these regulations, molasses shall not be stored except in the leak proof fully covered steel tanks.]
1[या विनियमांमध्ये काहीही नमूद असले तरी, मळी केवळ पूर्णपणे झाकलेल्या गळतीरहित स्टील टाक्यांमध्येच साठवली जाईल.]
