What is ECR?

ECR — Excise Crime Registration — is the online case-registration system of the Maharashtra State Excise Department. Officers use it to record every crime case they register in their jurisdiction: FIRs under the Bombay Prohibition Act, 1949 and allied rules, raid panchnamas, seizure particulars, accused details and the status of the case through investigation, charge-sheet and trial.

Centralising this data in one portal means the Department can see state-wide enforcement patterns, link repeat offenders across divisions and generate the periodic reports it owes to the Finance Department and the Legislature. For the field officer, it replaces the earlier register-book workflow with a single data-entry screen that can be filed from any location with internet access.

Who uses it?

The portal is not open to the public. Licence applicants, citizens and licensees use the separate Excise Online Services and SCM portals.

How to access ECR

  1. Open https://scmexcise.mahaonline.gov.in/ECR in a modern browser (Chrome / Edge).
  2. Enter your departmental User ID and password.
  3. On the dashboard, select the appropriate action — Register New Case, View Pending, Reports — based on your role.
  4. For credential issues (lost password, fresh posting), raise the request through your Divisional Deputy Commissioner office.

Legal basis

Crimes registered on ECR are governed primarily by the Bombay Prohibition Act, 1949 and the rules framed under it (manufacture, transport, possession, sale, consumption of intoxicants). Allied provisions in the Code of Criminal Procedure apply to the investigation and trial stages. Officers researching the correct section while drafting a panchnama can look it up through MyExcise’s section-wise reader or ask MyExcise AI for a cited summary.

Frequently asked questions

Is ECR the same as e-Challan?

No. ECR stands for Excise Crime Registration and is a case-registration system. It is unrelated to the e-Challan systems used by other departments for traffic fines or payment receipts.

I forgot my ECR login — what should I do?

Credential issues are handled through the officer’s Divisional Deputy Commissioner office. MyExcise cannot reset departmental passwords.

Can a public complainant log a case through ECR?

No. Members of the public cannot log cases through ECR. A complaint can be made to the nearest Excise office or Police Station; the officer then registers the FIR and enters it on ECR.

Where is the ECR portal URL?

The official URL is https://scmexcise.mahaonline.gov.in/ECR, hosted under the department’s SCM subdomain.

Note: MyExcise is an independent legal-reference platform. The ECR portal is owned and operated by the Maharashtra State Excise Department; MyExcise does not host, mirror or receive data from it. This page is a brief orientation and a signpost to the correct URL for officers searching for the portal online.
