Rule 1 Current

A special pass विशेष पास

A special pass for the import, export or transport of any intoxicant, hemp, mhowra flowers or molasses in cases other than those specifically provided under any of the provisions of the said Act shall be in the form in the Schedule hereto and shall he subject to the conditions laid down in the form.

सदर अधिनियमाच्या कोणत्याही तरतुदींखाली विशेषत: तरतूद केलेल्या प्रकरणांव्यतिरिक्त, कोणत्याही मादक द्रव्य, भांग, म्हवराची फुले किंवा मळीच्या आयात, निर्यात किंवा वाहतुकीसाठी विशेष पास हा याला जोडलेल्या अनुसूचीतील नमुन्यात असेल आणि तो नमुन्यात नमूद केलेल्या अटींच्या अधीन असेल.

विस्तार:

**हा नियम काय करतो:**
- कोणतेही मादक द्रव्य (दारू, भांग, म्हवराची फुले, गुळ वगैरे) जर तुमच्याकडून आयात, निर्यात किंवा दूरच्या जागेत वाहतूक करायचे असेल, तर तुम्हाला **विशेष pass** घेणे आवश्यक आहे।

**कोणास हा pass हवा:**
- उदा., जर एका राज्यातून दुसऱ्या राज्यात दारू पाठवायचे असेल
- जर विदेशातून दारू आणायचे असेल
- जर दारूचे गोदाम एका जिल्ह्यातून दुसऱ्या जिल्ह्यात हलवायचे असेल

**Pass च्या अटी:**
- Pass हा सरकारने दिलेल्या **निर्धारित नमुन्यात** (form) असेल
- तुमच्याला त्या form मध्ये सूचीबद्ध **सर्व अटींचे पालन** करावे लागेल
- उदा., pass च्या मुदतीत माल पाठवावा, सही करून ठेवावी, आदी।

**महत्त्वाचे:**
- ज्या गोष्टींसाठी कायद्यात आधीच तरतूद आहे, त्यांना या विशेष pass ची गरज नाही।
- उदा., जर घरगुती मर्यादेत काही द्रव्य वाहतूक करायचे असेल आणि कायद्यात तरतूद असेल, तर pass लागू नाही।

**सरळ भाषेत:** तुमच्याकडे official form भरून दाखल केलेला pass असणे आवश्यक आहे, आणि त्यातील सर्व अटी पाळायच्या आहेत।

SCHEDULE

Special Pass for the *import / export / transport of *intoxicants / hemp / mhowra flowers / molasses

The pass runs in three parts across printed pages 1034–1036 of the 2023 Excise Manual (pdf pages 1066–1068). PART I is retained by the issuing officer; PART II is handed over to the *importer/exporter/transporter to carry with the consignment; PART III is forwarded to the Chief Excise Authority at the place from/to which the goods are moving.

PART I — For record of the Officer issuing the pass

No. ______ Dated ______ 20 ______

  1. Name and address of the *importer / exporter / transporter.
  2. Licence or permit No. held by the *importer / exporter / transporter and its date.
  3. Quantity of *intoxicant / hemp / mhowra flowers / molasses to be *imported / exported / transported.
  4. Place from which the goods *is / are to be *imported / exported / transported.
  5. Place to which the goods *is / are to be *imported / exported / transported.
  6. Route.
  7. Purpose for which the goods *is / are to be *imported / exported / transported.
  8. Name of *consignor / consignee and his full address.
  9. Date up to which the pass shall be valid.

This pass is granted under and subject to the provisions of the Bombay Prohibition Act, 1949 (Bom. XXV of 1949), and the rules, regulations and orders made thereunder authorising the above *import / export / transport of *intoxicants / hemp / mhowra flowers / molasses subject to the following conditions, namely:

  1. The whole quantity of *intoxicants / hemp / mhowra flowers / molasses shall be *imported / exported / transported in one consignment only and its bulk shall not be broken in transit.
  2. The pass-holder shall give an undertaking in writing to the officer issuing the pass to abide by the above conditions.

PART II — To be handed over to the *importer / exporter / transporter

Same 9 particulars and conditions as PART I above. Handed to the pass-holder to accompany the consignment during transit.

PART III — To be forwarded to the Chief Excise Authority at the place from/to which the goods are moving

Same 9 particulars and conditions as PART I above. Sent by the issuing officer to the counterpart excise authority so both ends of the journey have the record.

Rule 2 Current

The fee for the grant of a special pass विशेष पास मंजूर करण्यासाठी फी

The fee for the grant of a special pass in the form prescribed under rule 1 shall be Re. 1.

नियम १ अन्वये विहित केलेल्या नमुन्यातील विशेष पास मंजूर करण्यासाठी शुल्क रु. १ असेल.

**थोडक्यात:** दारू, गांजा, महुआची फुले किंवा गुळ आयात/निर्यात/वाहतूक करण्यासाठी विशेष पास मिळवण्याचा शुल्क फक्त १ रुपया आहे.
