Preamble text (verbatim): "Whereas the Government of Bombay considers that the rules, herein after appearing should be brought into force at once; Now, therefore, in excercise of the powers conferred by clause (w) of sub-section (2) of section 143 of the Bombay Prohibition Act, 1949 (Bom. XXV of 1949), the Government of Bombay hereby makes the following Rules, namely:—"

Short title
These Rules may be called the Bombay Prohibition (Medical Examination and Blood Test) Rules, 1959.
या नियमांना मुंबई दारूबंदी (वैद्यकीय तपासणी आणि रक्त चाचणी) नियम, १९५९ असे म्हटले जाऊ शकते.
Definitions
In these Rules, unless there is anything repugnant in the subject or context,—
"Act" means the 1[Bombay Prohibition Act, 1949];
"Form" means a form appended to these Rules,
"Prohibition Officer" means a Prohibition Officer duly empowered by the State Government under sub-section (1) of section 129-A of the Act;
"Registered Medical Practitioner," means any registered medical practitioner authorised by general or special order by the State Government under sub-section (4) of section 129-A of the Act;
"Testing Officer," means the Chemical Examiner or assistant Chemical examiner to government or any other officer appointed by the State Government for testing blood under sub-section (1) of section 129-A of the Act.
या नियमांमध्ये, विषय किंवा संदर्भात काही विसंगत नसल्यास,—
"अधिनियम" म्हणजे १[मुंबई दारूबंदी अधिनियम, १९४९];
"नमुना" म्हणजे या नियमांना जोडलेला नमुना,
"दारूबंदी अधिकारी" म्हणजे अधिनियमाच्या कलम १२९-क च्या उप-कलम (१) अन्वये राज्य शासनाने योग्यरित्या अधिकार दिलेला दारूबंदी अधिकारी;
"नोंदणीकृत वैद्यकीय व्यावसायिक," म्हणजे अधिनियमाच्या कलम १२९-क च्या उप-कलम (४) अन्वये राज्य शासनाने सामान्य किंवा विशेष आदेशाद्वारे अधिकृत केलेला कोणताही नोंदणीकृत वैद्यकीय व्यावसायिक;
"तपासणी अधिकारी," म्हणजे रासायनिक परीक्षक किंवा शासनाचा सहाय्यक रासायनिक परीक्षक किंवा अधिनियमाच्या कलम १२९-क च्या उप-कलम (१) अन्वये रक्ताची चाचणी करण्यासाठी राज्य शासनाने नेमलेला इतर कोणताही अधिकारी.
Medical examination
Any person produced before a registered medical practitioner for medical examination and/or collection of blood from his body under sub-section (1) or sub-section (2) of section 129-A of the Act shall be examined by such registered medical practitioner in the manner set out in FORM A appended to these Rules and the results of such examination shall be recorded in the said Form.
अधिनियमाच्या कलम १२९-क च्या उप-कलम (१) किंवा उप-कलम (२) अन्वये वैद्यकीय तपासणी आणि/किंवा त्याच्या शरीरातून रक्त गोळा करण्यासाठी नोंदणीकृत वैद्यकीय व्यावसायिक समोर हजर केलेल्या कोणत्याही व्यक्तीची अशा नोंदणीकृत वैद्यकीय व्यावसायिकाने या नियमांना जोडलेल्या नमुना क मध्ये नमूद केलेल्या रीतीने तपासणी करावी आणि अशा तपासणीचे निकाल उक्त नमुन्यात नोंदवावेत.
Manner of collection and forwarding of blood.
The blood sample of the person produced for collection of blood under sub-section (2) of section 129-A of the Act shall be collected by the registered medical practitioner from a vein in the arm of the said person in a phial containing an anti-coagulant and preservative and the phial shall then be shaken vigorously to dissolve the anti-coagulant and preservative in the blood. The phial shall be labelled and its cap sealed by means of sealing wax with the official seal or the monogram of the registered medical practitioner.
The sample blood collected in the phial in the manner stated in sub-rule (1) shall be forward for test to the Testing Officer either by post or with a special messenger so as to reach him within seven days from the date of its collection. It shall be accompanied by a forwarding letter in FORM B which shall bear a fascimile of the seal or monogram used for sealing the phial of the sample blood.
अधिनियमाच्या कलम १२९-क च्या उप-कलम (२) अन्वये रक्त गोळा करण्यासाठी हजर केलेल्या व्यक्तीचा रक्ताचा नमुना नोंदणीकृत वैद्यकीय व्यावसायिकाने उक्त व्यक्तीच्या हाताच्या शिरेतून रक्त न गोठणारे आणि संरक्षक द्रव्य असलेल्या कुपीमध्ये गोळा करावा आणि त्यानंतर रक्तामध्ये रक्त न गोठणारे आणि संरक्षक द्रव्य विरघळण्यासाठी कुपी जोरात हलवावी. कुपीवर लेबल लावावे आणि तिच्या टोपीवर नोंदणीकृत वैद्यकीय व्यावसायिकाच्या अधिकृत मुद्रेने किंवा चिन्हाने सीलिंग मेणाद्वारे मोहोर मारावी.
उप-नियम (१) मध्ये नमूद केलेल्या रीतीने कुपीमध्ये गोळा केलेला रक्ताचा नमुना तपासणी अधिकाऱ्याकडे चाचणीसाठी एकतर टपालाने किंवा विशेष संदेशवाहकाद्वारे त्याच्या गोळा केल्याच्या तारखेपासून सात दिवसांत त्याच्यापर्यंत पोहोचेल अशा प्रकारे पाठवावा. त्यासोबत नमुना ब मध्ये अग्रेषण पत्र असावे ज्यावर रक्ताच्या नमुन्याच्या कुपीवर मोहोर मारण्यासाठी वापरलेल्या मुद्रेचे किंवा चिन्हाचे प्रतिरूप असावे.
Certificate of test of sample blood
The Testing Officer shall on receipt of the sample blood, test it and shall certify the result of his test in FORM C. The Testing Officer shall send the certificate in duplicate to the registered medical practitioner by whom the blood was forwarded to him for test and retain a copy thereof on his record. On receipt of the certificate from the Testing Officer, the registered medical practitioner shall forward the original copy of the certificate to the Police Officer or the Prohibition Officer concerned. The duplicate copy of the certificate shall be kept by him on his record.
तपासणी अधिकाऱ्याने रक्ताच्या नमुन्याच्या प्राप्तीनंतर त्याची चाचणी करावी आणि त्याच्या चाचणीचा निकाल नमुना क मध्ये प्रमाणित करावा. तपासणी अधिकाऱ्याने प्रमाणपत्र दुहेरी प्रतीत नोंदणीकृत वैद्यकीय व्यावसायिकास, ज्याने रक्त त्याच्याकडे चाचणीसाठी पाठवले होते, पाठवावे आणि त्याची एक प्रत आपल्या नोंदीवर ठेवावी. तपासणी अधिकाऱ्याकडून प्रमाणपत्र मिळाल्यावर, नोंदणीकृत वैद्यकीय व्यावसायिकाने प्रमाणपत्राची मूळ प्रत संबंधित पोलीस अधिकारी किंवा दारूबंदी अधिकाऱ्याकडे पाठवावी. प्रमाणपत्राची दुहेरी प्रत त्याने आपल्या नोंदीवर ठेवावी.
