CONDITIONS AND MANDATORY REQUIREMENTS:
Condition 1: Compliance with Procurement Rules
- The purchase must strictly follow the "Government Department Official Purchase Manual" (शासकीय विभागाने कारायचा कायालयीन खरेदीसाठीच्या कार्यपध्दतीची नियमपुस्तिका) as notified by the Department of Industry, Energy & Labour vide Government Resolution No. BHAKHS-2014/PR.No.82/Part III/Industry-4 dated 01.12.2016 and all subsequent related Government Resolutions.
Condition 2: Rate Verification and Bidding Process
- The quoted rates are estimates only. Final rates must be determined after completion of the procurement process.
- The Commissioner of State Excise must ensure:
- The rates are lower than current market rates (बाजारभावापेक्षा कमी असल्याबाबत)
- The supplier has not charged higher rates elsewhere (संबंधित पुरवठादाराने याबाबींचा इतर ठिकाणी ज्या दराने पुरवठा केला आहे, त्या दरापेक्षा जास्त नसल्याबाबतची खातरजमा)
Condition 3: No Additional Staffing Required
- The Commissioner must certify that no new posts (नवीन पदनिर्मिती) are required for operating or maintaining this equipment.
Condition 4: Budget Cap
- Expenditure must remain within the sanctioned allocation under the approved budget head. No overspending is permitted beyond the sanctioned provision.
Condition 5: Tender Procedure
- A tender process must be conducted as per guidelines issued by the Department of Industry, Energy & Labour from time to time.
- Financial approval from the Government must be obtained AFTER the tender process is completed — not before.
