What Changed: A ban on export of molasses produced during the 2019-20 molasses season to other states and foreign countries had been imposed vide Government Resolution dated 27.12.2019, operative until 30.09.2020. By the Government Resolution dated 29.06.2020, this ban has been lifted with immediate effect. Simultaneously, the power to grant permission for inter-state and foreign export of molasses has been centralised and vested exclusively with the Commissioner, State Excise, Maharashtra — removing the authority previously exercised at the District Collector / Superintendent level.
Key Details:
General (Both Inter-State & Foreign Export):
- No export permission shall henceforth be granted at the District Collector or Superintendent level without prior approval of the Commissioner, State Excise
- Each exporter unit must apply to the Commissioner's office and fulfil prescribed conditions before a specific quantity is approved for export
- Once Commissioner's approval is granted, Superintendents shall issue licence in Form M-5 for inter-state exports as per Mumbai Molasses Rules, 1955
- All precautions per Government Order No. MLS-1995/5/Excise-2 dated 06.12.1996 and Office Circular No. MLS-212000/42413/218/5-A dated 16.11.2000 must continue to be followed for molasses transport up to M-3 licence at port
For Foreign (Overseas) Export — Required Documents:
- Certificate of recognition as a Registered Export House
- Import orders and agreement/contract with the foreign importer
- Confirmed Letter of Credit or equivalent document through a nationalised or other bank
- Valid M-3 licence at the Maharashtra port from which export is to be made
- Details of exports made in the last five years (if not a first-time exporter)
- GMP (Good Manufacturing Practice) certificate evidencing export quality standards
- Analysis report of molasses from the concerned sugar factory; TRS (Total Reducing Sugars) value to be recorded on each transport permit
- Payment of applicable administrative charges
- Foreign export must be conducted exclusively through a port located within Maharashtra State
For Inter-State Export — Required Documents:
- No-Objection Certificate (NOC) from the Excise Department of the receiving state
- Copy of the valid licence held by the receiving unit in that state permitting possession/use of molasses
- Consent letter / Sale Order from the concerned sugar factory in Maharashtra
