NO FEE charged for transfers due to:

Development schemes (road widening, etc.)

Closure under Gram Sabha Resolution/Ward Representation Order, 2008

Court or competent authority orders

Rule 5: License Transfer (Name to Name)

Manufacturing Licenses (Form CL-I, PLL, Form I):

All areas: 5× grant/renewal fee (whichever is higher)

Retail Licenses (Form CL-III, FL-II, FL-III):

Rule 5A: Lease or Sub-lease of License

Applicable to: Form CL-I (Maharashtra Country Liquor Rules, 1973) and Form PLL/I (Maharashtra Distillation Rules, 1966)
Requirement: Prior written permission from Government/Commissioner
Fee: Same as grant/renewal/continuance fee (whichever is higher)

Rule 6: Partnership Changes

ADDITION of Partners:

Manufacturing Licenses (Form CL-I, PLL, Form I):

Fee: 4.5× grant/renewal fee (whichever is higher)

Retail Licenses (Form CL-III, FL-II, FL-III):

Area Classification	Fee Multiple
Mumbai, New Mumbai, Thane, Bhiwandi, Mira-Bhayander, Virar-Vasai, Kalyan, Dombivali, Pune Corporations	7.5× grant/renewal fee

Other Licenses:

Standard fee: 50% of grant/renewal fee
Family members exception (spouse/children): 10% of grant/renewal fee

WITHDRAWAL of Partners:

Manufacturing/Retail Licenses (CL-I, CL-III, PLL, I, FL-II, FL-III):

Fee: 50% of grant/renewal fee (whichever is higher)

Other Licenses:

Fee: 50% of grant/renewal fee (whichever is higher)

Special Provisions:

NO FEE after death of licensee/partner for transfer to legal heir (spouse to spouse, parent to child, vice versa)
Penalty for illegal Nokarnama transfers: Full privilege fee + 14% interest from date of illegal Nokarnama

Rule 7: Duplicate Copy Fee

Fee: ₹10 (where original fee >₹10)
Fee: Same as original fee (where original fee ≤₹10)
Applies to: Licenses, permits, passes, authorizations

Rule 8: Amendment Fee

Fee: ₹10 per amendment to license/permit/pass/authorization
Exception: No separate amendment fee if another privilege fee (from Rules 4-6) already charged

Rule 9: Rounding Off

Amounts <50 paise: Remitted
Amounts ≥50 paise: Rounded to nearest whole rupee

Amendment History

The rules have been amended 11 times (1955–2011), with major revisions in:

2004-2005: Comprehensive restructuring of transfer fees with population-based brackets
2009-2010: Fine-tuning of fee structures for specific license types
2011: Introduction of lease/sub-lease fee provisions

**Manufacturing Licenses (कारखाना):**
- सर्व ठिकाणी: **100%** grant/renewal fee

**Retail Licenses (शराब विक्री दुकान):**
- **मुंबई, नवी मुंबई, ठाणे, पुणे शहर:** 3× grant fee
- **दुसरे Municipal Corporation/Council:** 2× grant fee
- **गावठाण/इतर:** 1× grant fee

**कोणी शुल्क नाही:**
- Road widening, Development scheme
- Gram Sabha order
- Court order

## **Rule 5 - License Name to Name Transfer (मालक बदलणे)**

"Name to Name" = दुकान तशीच ठेवून दुसरे व्यक्तीला licence देणे.

**Manufacturing Licenses:**
- सर्व ठिकाणी: **5×** grant fee

**Retail Licenses:**
- **मुंबई, ठाणे, पुणे शहर:** 8× grant fee
- **दुसरे Municipal Corporation/Council:** 5× grant fee
- **गावठाण:** 4× grant fee

## **Rule 5A - Lease/Sub-lease (License भाड्याने देणे)**

- Government/Commissioner ची परवानगी अनिवार्य.
- **शुल्क:** 1× grant/renewal fee (जे जास्त असेल)

## **Rule 6 - Partnership Changes (भागीदार वाढवणे-कमी करणे)**

### **भागीदार वाढवताना (Partner जोडणे):**

**Manufacturing Licenses:**
- सर्व ठिकाणी: **4.5×** grant fee

**Retail Licenses:**
- **मुंबई, ठाणे, पुणे शहर:** 7.5× grant fee
- **दुसरे Municipal Corp/Council:** 4.5× grant fee
- **गावठाण:** 3.5× grant fee

**दुसरे licenses:**
- **सामान्य:** 50% grant fee
- **अगदी कुटुंब (पत्नी/मुलं):** 10% grant fee

### **भागीदार काढताना (Partner निघून जाणे):**
- सर्व प्रकारचे licenses: **50%** grant fee

### **विशेष सूचना:**
- **मृत्यूनंतर वारस:** कोणी शुल्क नाही (पत्नी→पत्नी, आई-बाप→मुलं)
- **अवैध nokarnama:** पूर्ण fee + 14% व्याज
