Rule 4: License Transfer (Site to Site)
Manufacturing Licenses (Form CL-I, PLL, Form I):
- All areas: 100% of grant/renewal/continuance fee (whichever is higher)
Retail Licenses (Form CL-III, FL-II, FL-III):

- All areas: 5× grant/renewal fee (whichever is higher)
Retail Licenses (Form CL-III, FL-II, FL-III):

Rule 5A: Lease or Sub-lease of License

- Requirement: Prior written permission from Government/Commissioner
- Fee: Same as grant/renewal/continuance fee (whichever is higher)
Rule 6: Partnership Changes
ADDITION of Partners:
Manufacturing Licenses (Form CL-I, PLL, Form I):
- Fee: 4.5× grant/renewal fee (whichever is higher)
Retail Licenses (Form CL-III, FL-II, FL-III):

Special Provisions:
- NO FEE after death of licensee/partner for transfer to legal heir (spouse to spouse, parent to child, vice versa)
- Penalty for illegal Nokarnama transfers: Full privilege fee + 14% interest from date of illegal Nokarnama
Rule 7: Duplicate Copy Fee
- Fee: ₹10 (where original fee >₹10)
- Fee: Same as original fee (where original fee ≤₹10)
- Applies to: Licenses, permits, passes, authorizations
Rule 8: Amendment Fee
- Fee: ₹10 per amendment to license/permit/pass/authorization
- Exception: No separate amendment fee if another privilege fee (from Rules 4-6) already charged
Rule 9: Rounding Off
- Amounts <50 paise: Remitted
- Amounts ≥50 paise: Rounded to nearest whole rupee
Amendment History
The rules have been amended 11 times (1955–2011), with major revisions in:
- 2004-2005: Comprehensive restructuring of transfer fees with population-based brackets
- 2009-2010: Fine-tuning of fee structures for specific license types
- 2011: Introduction of lease/sub-lease fee provisions
