B. CONDITIONS OF PROMOTION
The promotion is granted subject to the following conditions:

Temporary Posting Status & Supreme Court Order:
- The promotion is granted on temporary basis only, strictly in accordance with seniority and for open positions.
- The promotion is subject to and conditional upon the decision of the Maharashtra Supreme Court in Special Permission (Vishesha Anujna) Petition No. 28306/2017.
- Important: Officers shall NOT acquire any rights to regular promotion, i.e., seniority rights, by virtue of this temporary promotion.

Age-Based Service Review:
- Promotion is granted subject to review of service after the officers attain 50/55 years of age, as may be decided by competent authority.

Computer Competency & Language Examination Certificates:
- The Commissioner, RAUSHU Office shall verify and ensure proper records are maintained regarding:
- Computer Competency Examination certificates
- Marathi Language Examination certificates (passed or exempted)
- Hindi Language Examination certificates (passed or exempted)

Confirmation of Permanent Status Certificate:
- The Commissioner, RAUSHU Office shall verify and ensure that the promoted officers have received and obtained a Permanent Status (Sthaithya) Certificate (Certificate of Confirmation/Substantive Appointment).

Acquisition of Charge & Authority Documents:
- The promoted officers shall obtain and submit Authority & Responsibility Statement Forms (Matta va Dayvattvaanche Vivranpatra) before assuming charge.
C. IMMEDIATE DIRECTIONS & COMPLIANCE

Immediate Effect & Release from Current Position:
- This order comes into immediate effect from the date of issuance (17 September 2019).
- The officers are released from their current positions effective from the date of this order.
- Officers must report immediately to their new posting locations and assume charge of the promoted position without delay.

Reporting Deadline:
- Officers must join their new posting location within the prescribed time period as per rules.
- Failure to join within the prescribed period shall result in disciplinary action being initiated against the officer.

Prohibition on Interference & Anti-Coercion Clause:
- No officer shall attempt to exert direct or indirect pressure to obtain any change to this order.
- Any such attempt to influence or modify this order shall be treated as a violation of Rule 23 of the Maharashtra Civil Service (Conduct) Rules, 1979 and shall constitute misconduct.
- Such misconduct shall result in disciplinary action being initiated against the officer concerned.

IMPORTANT NOTES & CONDITIONS
1. Temporary Nature of Promotion:
- This promotion does NOT confer permanent or regular status to the officers.
- Officers do NOT acquire seniority rights by virtue of this temporary promotion.
- The promotion is subject to Supreme Court order and may be affected by that decision.
2. Conditional Upon Age & Service Review:
- Post-promotion service review at age 50/55 years may alter the terms of the promotion.
- Service continuity is contingent on favorable service review.
3. Mandatory Compliance with Certification Requirements:
All verification and certification tasks (computer competency, language exams, permanent status certificate, authority documents) are mandatory and must be completed by RAUSHU Commissioner's Office before the officers can fully assume their duties.
4. Penalty for Non-Reporting:
- Disciplinary action shall be initiated if officers fail to join within the prescribed time.
5. Penalty for Interference:
- Any attempt to pressure or influence the implementation of this order is misconduct under Rule 23, Maharashtra Civil Service (Conduct) Rules, 1979.
- Violators shall face disciplinary action.
