Implementation Requirements:

• Immediate Execution: Transfer order implementation must commence immediately ("बदली आदेशाची अांमलबजार्िी तात्काळ व्हार्ी")

• Relieving and Joining Protocol:

  • Officers must be relieved from current postings without delay ("त्रर्नात्रर्लांब �जू क�न घ्यार्े")
  • Officers must join new postings immediately upon relieval
  • Relieving officers must formally report joining at new posting

• Responsibility for Forced Leave:

Disciplinary Provisions (Rule 23 of Maharashtra Civil Service (Conduct) Rules 1979):

• Prohibition on Pressure/Influence: No officer shall, directly or indirectly, attempt to pressure ("दबार्") or influence any authority to alter or modify this transfer order
• Violation = Misconduct: Any such attempt constitutes violation of Rule 23, Maharashtra Civil Service (Conduct) Rules, 1979
• Consequence: Such conduct shall be deemed misconduct (गैरर्तविूक), and disciplinary action shall be initiated against the violating officer ("ती गैरर्तविूक समजून सांबांत्रधत अत्रधकाऱयाांत्रर्�द्ध त्रशस्तभांगत्रर्र्षयक कारर्ाई करण्यात येईल")

2. Liability for Delays: The officer responsible for non-relieving or delayed joining must bear the financial and administrative consequences, including compulsory leave wages and salary liability ("कायवमुक्त करण्यात येऊ नये ... सांबांत्रधत अत्रधकाऱयाांना जबाबदार धरण्यात येईल")

3. Disciplinary Safeguard: The inclusion of Rule 23 (Maharashtra Civil Service Conduct Rules 1979) clause is a prophylactic measure prohibiting post-order lobbying or pressure attempts — violations trigger formal disciplinary inquiry
