2. EFFECTIVE DATE AND IMMEDIATE IMPLEMENTATION
- The transfer order takes effect immediately (तात्काळ अंमलात येतील).
- Transferred officers must immediately assume charge at their new postings (बदली नंतरच्या पदस्थापनेचा कायवभार तात्काळ स्वीकारावा).
- Implementation is to be carried out speedily and efficiently (तात्काळ व कायवक्षमधरत्या) through the Commissioner of State Excise (आयुक्त, राउशु).
3. MANDATORY ADMINISTRATIVE PROCEDURES
A. Relief from Current Posting (Current Duty Station):
- Upon receipt of transfer order, transferred officers must be immediately relieved from their current posts (बदलीबाबतचे आदेश प्राप्त झाल्यानंतर बदली झालेल्या अधधकाऱयांना तात्काळ कायवमुक्त करावे).
- Transferred officers shall be relieved from their existing position only after they arrive and report at the new posting (बदली झालेले अधधकारी त्यांच्या सध्याच्या पदावरून कायवमुक्त होऊन नजू होण्यासाठी आल्यानंतर त्यांना विनाविलंब नजू करून घ्यावे).
B. Responsibility and Accountability:
- If transferred officers are not formally relieved, and they are kept on forced suspension (अनिवार्य प्रतीक्षाकाल) awaiting orders while receiving salary and allowances, the responsible administrators shall be held personally accountable (सदर अधधकाऱयांना नजू करून न घेतल्यामुळे काम न देता सक्तीचा प्रतिक्षाकाळ ठरवून वेतन व भत्ते देण्याचा प्रसंग उद्भवल्यास संबंधीत अधधकाऱयांना जबाबदार धरण्यात येईल).
C. Information to Government:
- The exact date of relief from current posting and the exact date of reporting at the new posting must be immediately communicated to the State Government (संबंधधत अधधकाऱयांना नवीन धनयुक्तीच्या जागी हजर होण्यासाठी कोित्या धदनांकास कायवमुक्त केले आधि ते नवीन धनयुक्तीच्या जागी कोित्या धदनांकास हजर झाले याबाबत शासनास त्वरीत कळवावे).
4. ANTI-PRESSURE AND CONDUCT PROVISIONS
- No officer shall directly or indirectly attempt to influence or pressurize to obtain modification or reversal of the transfer order (बदलीच्या आदेशात बदल करून घेण्यासाठी कोित्याही अधधकाऱयाने प्रत्यक्ष वा अप्रत्यक्षपिे दबाव आणण्याचा प्रयत्न केल्यास).
- Any such attempt shall constitute a violation of Rule 23, Maharashtra Civil Service (Conduct) Rules, 1979 and shall be deemed misconduct (ही कृती महाराष्ट्र नागरी सेवा (वतविूक) नियम, 1979 मधील नियम 23 चे उल्लंघन करणारी असल्यामुळे ती गैरवतविूक समजून).
- Disciplinary action shall be initiated against any officer attempting to influence the order (संबंधधत अधधकाऱयांविरुद्ध शिस्तभंगविषयक कारवाई करण्यात येईल).
5. STATUTORY AUTHORITY

1. STRICT TIMELINE COMPLIANCE:
