Transport Pass / Way Bill — How to Obtain for Liquor Movement

How to obtain a transport pass or way bill for moving liquor between premises or from wholesaler/depot to your shop.

Any movement of liquor in Maharashtra requires a transport pass or way bill issued by the Excise Department. You cannot transport liquor without this document — doing so is an offence.

1. Identify the consignment details: type of liquor, quantity (in litres/cases), from-address, to-address, vehicle number.
2. Apply for a transport pass at the issuing Excise Office (usually the office in the district from which goods are dispatched).
3. Fill in the transport pass application: consignor, consignee, quantity, brand, vehicle details.
4. Pay the required fee if applicable (confirm with Excise Office).
5. Collect the transport pass / way bill before the vehicle departs.
6. Carry the original transport pass in the vehicle at all times during transit.
7. Produce the pass to Excise Officers or Police if asked during transit.
8. On receipt at destination, retain a copy for your records.
