FL-2 (Wine Shop — Off Licence) — New Licence Application

How to apply for a new FL-2 wine shop (off-licence) permit to sell foreign liquor for off-premises consumption.

An FL-2 licence authorises the holder to sell sealed foreign liquor bottles (wine, spirits, beer) at a retail shop for consumption off the premises. Applications are processed by the District Excise Office.

1. Confirm you meet the basic eligibility requirements: Indian citizen, no prior excise convictions, premises in a commercially permissible area.
2. Identify a suitable premises — check local zoning and distance restrictions from schools, religious places etc. (check current rules).
3. Obtain the FL-2 application form from the Maharashtra Excise Department portal or District Excise Office.
4. Fill in the application: applicant details, premises address, area (sq ft), ownership/lease details.
5. Prepare required documents (see below).
6. Pay the application fee via GRAS — obtain challan.
7. Submit the completed application with all documents to the District Collector / Excise Office.
8. An Excise Officer will inspect the premises. Cooperate fully during inspection.
9. If approved, pay the annual licence fee via GRAS.
10. Collect and display the FL-2 licence at your premises. Begin operations only after receiving the licence.
