FL-3 (Bar / Permit Room) — Annual Licence Renewal

Step-by-step guide to renewing your FL-3 bar or permit room licence before March 31 each year.

Your FL-3 licence allows you to sell and serve foreign liquor on your premises. It must be renewed every year before the excise year ends on March 31. Failing to renew on time can lead to penalties or cancellation of your licence.

1. Check your current licence expiry date — FL-3 licences expire on March 31 each year.
2. Visit the Maharashtra Excise Department online portal (mahaonline.gov.in / excise portal) or contact your local Excise Office.
3. Download or collect the renewal application form applicable to FL-3.
4. Fill in the renewal form completely: licence number, premises address, ownership details.
5. Pay the annual renewal fee via GRAS (Government Receipt Accounting System) — obtain a challan/receipt.
6. Attach required documents: previous licence copy, fee payment challan, lease/ownership proof for premises, ID/business registration proof.
7. Submit the completed form with documents and payment proof to the concerned District Excise Office.
8. Collect the renewed licence once processed. Keep a copy displayed at your premises.
