       • On-Premises vs. Off-Premises Distinction:

         • FL-III, FL-IV, Form E, E-2: Allow sale on premises (for consumption at location)
         • FL-I, FL-II, CL-II, FLBR-II, FLWII, CL/FL/TOD3: Restrict to sealed bottles/off-premises only or wholesale only

         • Duty Paid Status: Retail licenses (FL-III, FL-IV, Form E) specify that they apply only to liquors on which excise duty has already been paid — these are not manufacturing or bonded warehouses.

         • Transfer and Modification: Partner/ownership changes (Service 23) and location shifts (Services 20, 21) require separate applications — they are not automatic administrative changes.
