What Changed:
This circular makes it mandatory for all excise license applications to be submitted exclusively through the online system developed by MahaOnline Ltd. Previously, while the online system was available for 13 different excise license services, physical applications were still being accepted. The Commissioner observed that despite earlier instructions (dated 18.7.2017), some licenses were not being processed through the online system consistently.
The new directive completely phases out offline/physical application acceptance and makes the online mode the only channel for application submission and license issuance.

Mandatory Online Applications: All applications for excise licenses must be submitted ONLY through the online system. Physical applications received directly must NOT be accepted; applicants should be instructed to apply online.
Document Verification: Officers processing online applications must examine submitted documents as per rules and communicate any deficiencies/completions to applicants within the prescribed time.
Online License Issuance: Licenses granted pursuant to online applications will also be issued through the online system itself (end-to-end digitalization).
Monthly Reporting: All offices must submit monthly reports to the Commissioner's office in the first week of each month covering: applications received online, action taken, and licenses issued.
Strict Compliance: The circular mandates strict adherence to these instructions. Officers facing difficulties should coordinate with MahaOnline Ltd. or the Computer Division to resolve issues.
Scope: Covers all 13 license services previously made available on the online platform (as listed in Form-A of the earlier July 2017 circular).
Effective Date: From date of circular publication (17 October 2017)
Distribution: All District Collectors, Divisional Deputy Commissioners (Excise), District Superintendents (Excise), all gazetted and office-bearing officers in the Commissioner's office, and the Co-Director (Computer & Statistics) for website upload.
Nature: This is an operational directive enforcing complete digital transformation of excise license application and issuance processes in Maharashtra, eliminating paper-based workflows for the covered services.
