What Changed:
The Commissioner of State Excise has issued a comprehensive circular establishing procedures for the Online Through Transport Pass (TTP) System for inter-state movement of liquor consignments. This circular mandates the use of the online portal at https://scmexcise.mahaonline.gov.in/TTP for all TTP operations, replacing or supplementing manual procedures.
KEY OPERATIONAL PROCEDURES:
1. System Login & Initial Setup:
- Licensees must log in using credentials provided by the Excise Department
- Navigate to System Details → Click Other State Licensee
- Enter details in Other State Licensee Details including:
- State, Licence Type, and Party Particulars
- Select "All" to show both Consignor and Consignee parties
- Click Add New to register other state license details
2. Creating New TTP Entry:

Navigate to System Details → TTP New Entry

Mandatory fields to complete:
a) Issue Date and Validity of TTP date
b) TTP No. (Manual) — Enter the manual TTP number being issued
c) Exporting State/Importing State — Select from dropdown
- Choose Consignor (exporting party) and Consignee (importing party) from dropdown
- Use View Details to verify party information
d) Export Pass/Import Pass details with Issue Date and Validity Date
e) Check Post — Entry C.P. and Exit C.P. (Check Post names)
- Enter E-way Bill number if applicable
f) Route — Describe complete route in English
g) Consignment Details:
- Select Consignment Type: Indian or Overseas
- System auto-populates fields based on consignment type
- Use Add Row to add multiple consignments
h) Transporter Details:
- Name of Transporter, Address, Phone No.
- Vehicle No., Container No. (if applicable)
- Driver Name, Driver License No.
- Driving License Issuing State/District (select from dropdown)
i) GRN Details (if applicable) — GRN Number and Date
3. Printing TTP:
- Click Save after completing all entries
- Click Print to generate TTP in PDF format
- TTP can be printed and attached to consignment documents
4. Editing/Searching Existing TTP:
- Navigate to System Details → Search TTP Details
- Search using Auto TTP No.
- Click Edit to modify details (if not yet crossed)
- Save changes and reprint if necessary
- Note: Crossed TTPs cannot be edited
5. EXIT CHECK POST PROCEDURES — Crossed TTP Entry:
This is a critical procedure for Maharashtra exit check posts when consignments leave the state:
Process at Exit Check Post:
i) Access the Module:
- Navigate to System Details → Crossed TTP Entry
ii) Search for TTP:
- Enter From Date and To Date range
- System displays all TTPs for consignments entering the check post
iii) Consignment Type Filter:
- Select appropriate Consignment Type (Indian/Overseas)
- System shows only relevant TTPs based on:
- Exporting State = Maharashtra
- Exit Check Post = Your Check Post
- Consignor registered in Maharashtra
- Importing State = Consignee's state
iv) Pending TTP Display:
- TTPs with status "Pending Cross TTP" will appear
- Click Show to view details
v) Mark TTP as Crossed:
- Select the TTP from the list
- Click Add Status
- Select the Date when consignment crossed the check post
- Click Save
- This records the exit from Maharashtra
vi) Effect:
- Once marked as crossed, the TTP status updates
- Exit check post has officially recorded the consignment departure
IMPORTANT PROVISIONS:
6. Special Reporting for Bonded Warehouse/EOU:
- For consignments to SEZ, Bonded Warehouse, or Port destinations, separate intimation must be sent to:
- Joint/Deputy Commissioner of State Excise (Range/Circle concerned)
- Email: excise.rastat@gmail.com
- This is in addition to regular TTP processing
7. Exit Without Valid TTP:
- If any consignment exits Maharashtra without a valid TTP or with discrepancies, Exit Check Post must immediately report to the concerned Joint/Deputy Commissioner

- All users must use only the login credentials provided by the Excise Department
- Unauthorized access is prohibited
