Type of Change: Policy Notification — Annual Toddy License Renewal for FY 2015-16
Authority: Maharashtra Toddy Shops (Grant of License by Auction-cum-Tender System) Order, 2001; Following recommendations of A.K. Jain Committee on Toddy Policy
Previous System: From 2010-11 to 2013-14, toddy licenses (Form TD-I) were renewed annually with 6% fee increase as per A.K. Jain Committee recommendations. In 2014-15, fresh licenses were issued through auction-cum-tender process (ending the renewal cycle).
New Provision for 2015-16: The Government has decided to revert to renewal system for one year (2015-16) instead of conducting fresh auctions. Existing TD-I licensees from 2014-15 may renew by paying 10% increase over their highest successful bid amount from previous year.
Practical Effect: This one-year renewal policy provides stability to toddy shop operators and protects employment of workers in the industry by avoiding disruption from fresh auction process. It addresses practical difficulties faced by toddy trade operators while maintaining revenue growth through 10% fee escalation.
