What Changed:
The Government of Maharashtra has mandated the installation and use of digital locks (e-locks) with GPS tracking on all liquor and spirit transportation vehicles within the state. Previously, liquor transport was secured only through physical escort by armed personnel. This new system, already adopted in Madhya Pradesh, Uttar Pradesh, West Bengal, and Bihar, aims to prevent theft and smuggling during transit. The digital lock system replaces the traditional armed escort requirement, eliminating associated personnel costs and procedural delays while ensuring real-time monitoring of transported consignments.
Key Details:
• Mandatory Implementation Date: 1 July 2025 for all licensees transporting liquor/spirits
• Pilot Phase Coverage (Stage 1):
- Tankers/vehicles transporting pure spirit from distilleries within the state, inter-state, and to ports for export until final destination
- Tankers/vehicles carrying beer/spirits from PLL (Permits for Licensed Liquor) and BRL (Beer) licensees for inter-state/international export and to state ports until final destination
• Supplier Requirements:
- Minimum 3 years prior experience in petroleum/excise substance vehicle transportation with digital lock systems
- Minimum aggregate annual turnover of ₹5 crore in preceding 3 financial years
- Mandatory integration with State Excise Department's Supply Chain Management (SCM) system
- Must provide software applications meeting all specifications and training to designated users
- Must maintain compliance with data security, access rights, audit trails, and credential security standards
• Technical Specifications (Mandatory Minimum Standards):
- Weight: Up to 1.5 kg
- Material: Industry-grade plastic, zinc alloy, stainless steel, or hardened steel (non-corrosive, impact-resistant)
- Battery: Rechargeable 10,000 mAh minimum, lasting ≥7 days per charge
- IP Rating: IP 67/68 or better (waterproof, dustproof)
- Transmission: TCP (GPRS) or SMS + GPS support
- Network: 2G/3G/4G cellular (5G preferred), dual SIM single standby mode
- GSM Frequency: 800/850/900/1800/1900 MHz or better
- Locking: Lock rope or aluminum shackle (both options available)
- Unlocking: Minimum 2 of the following multi-factor authentication methods:
- RFID card swipe
- OTP via SMS
- Geo-fencing
- Remote authentication via centralized command centre or mobile app
- Real-time Alerts: Trip start/stop, rope tamper, route deviation, unauthorized RFID, lock/unlock events, geo-fence entry/exit (50m), prolonged stalling (>20 min), low battery (≤20%), back cover/lock damage
- GPS real-time tracking capability with GPRS data transmission
- Built-in GSM/GPS antenna with sleep mode support
- Internal magnet for secure lock stability
- Extended rope to cover all tanker valves
- Easy maintenance with vendor-provided support
• Elimination of Escort Requirements:
- Armed personnel escorts shall no longer be deployed for digitally locked consignments
- Escort-related charges previously collected from licensees shall be waived
• Regulatory Compliance:
- All existing provisions under BPA Sections 28, 29 and subordinate rules remain binding
- Implementation governed by: Mumbai Pure Spirit (Restricted Transport) Rules, 1951 (Rule 5(1)); Maharashtra Foreign Liquor (Import & Export) Rules, 1963 (Rule 24); Maharashtra Imitation Foreign Liquor (Restricted Transport & Export) Rules, 1968 (Rule 7(2)); Maharashtra Direct Transport Rules, 1997 (Rule 3)
