Conditions Attached (Temporary Status):

1. Merit List Validity — Promotion subject to no senior officer having been accidentally omitted or superseded in the merit list prepared for 2024–25.

2. Pending Litigation — Promotion is only temporary in nature and subject to:

   • Special Leave Petition No. 28306/2017 pending in Hon'ble Supreme Court of India
   • Service seniority as on 25.05.2004
   • Government Notification issued vide Government Resolution No. 16-B dated 07.05.2021
   • Challenge to the 07.05.2021 Government Order filed in Hon'ble High Court, Mumbai — promotion remains subject to final judgment

   • Disability (PWD) Quota — Subject to orders dated 08.07.2021 and 22.07.2021 in Writ Petition (Stamp) No. 6819/2021, Hon'ble High Court, Mumbai, regarding promotion of disabled employees in Group A and Group B posts.

   • No Permanency Rights — Since this is a temporary promotion only, the promoted officers shall acquire no right to permanence or regularization from this temporary posting.

   • Departmental Inquiry — Promotion granted subject to no departmental inquiry being pending or proposed against the officers.

   • Eligibility Criteria — All officers in the merit list meet the promotion criteria prescribed by the General Administration Department in its Government Order dated 01.08.2019.
