LEGAL/PROCEDURAL SIGNIFICANCE
This GR represents a structural expansion of the State Excise Department's legal capacity through contractual employment of specialized legal professionals, intended to strengthen prosecution of excise violations and improve legal proceedings management across all excise circles in Maharashtra. The positions are not funded through regular establishment but from available contractual service allocations, allowing flexible expansion without permanent cadre creation.
