SUMMARY

This Government Order appoints three selected candidates to the position of Deputy Superintendent (Group-B), State Excise (Gazette) under the State Excise Department. The appointments are made on a temporary/probationary basis following the CPTP-4 (Combined Pre-appointment Training Programme-4) conducted by the Maharashtra Public Service Commission (MPSC). The candidates were selected through State Service Examination 2015 (1 candidate) and 2016 (2 candidates). All three appointments are conditional on successful completion of probation, medical examination, character verification, and caste certificate validation. • Status: Temporary/Probationary (तात्पुरती नियुक्ती)
• Probation Period: As per M.S. Civil Service (General Conditions of Service) Rules 1981, Rule 9(43)
• Definition: Appointment granted under probationary clause — not permanent until probation successfully completed

D. MANDATORY CONDITIONS & REQUIREMENTS:

(i) Seniority Regulation: All appointees' seniority shall be determined in accordance with the Maharashtra Civil Service (Regulation of Seniority) Rules 1982 and all amendments thereto from time to time.

(ii) Joining Within One Month:

• All candidates must join within 1 month from the date of this appointment order
• If appointment not accepted within this period:
  • Seniority shall NOT be granted
  • Candidate's name shall be removed from selection list without any prior notice
  • Exception: If unavoidable circumstances prevent joining, candidate must submit written request with reasons for extension before deadline
  • Extension not automatic — must be expressly approved in writing

(iii) Caste Certificate Validation (If Applicable): If candidate's caste certificate contains note that certain technical matters remain to be fulfilled before validity is confirmed:

• Candidate is mandatorily bound to complete those technical matters immediately
• Any delay in fulfillment shall be cause for cancellation of appointment order for that position
• Candidates are hereby put on formal notice (नोंद घ्यािी)

(iv) Departmental & Mandatory Examinations: Appointed candidates MUST pass within prescribed timeframe:

• Departmental examination
• Regional language examination
• Computer handling examination (All as per Service Entry Rules)

(v) Termination During Probation — Performance/Conduct: If probationary officer:

• Fails to achieve expected standard of work, OR
• Fails to pass prescribed departmental examination during probation period, OR
• Is found to have unsatisfactory character/conduct

Action: Officer can be terminated from service without any prior notice (कोणतीही पूिग सूचना न देता)

(vi) Resignation — Notice Requirements: If appointee wishes to resign from service:

• Must give minimum 1 month advance notice to Government, OR
• Pay 1 month salary to Government in lieu of notice
• Reference: Government Resolution, General Administration Department, SRV 1092/1033/PR.KR.33/92/8, dated 02 December 1997
• Government shall also give 1 month advance notice if service is terminated by Government
• Exception: No advance notice required if termination is due to misconduct or breach of service rules
• Notice provisions remain subject to amendments in Rules from time to time

(vii) Pension Scheme — New Defined Contribution Scheme (NPS):

• Effective Date: 1 November 2005 onwards
• Applicable Rule: Finance Department Government Resolutions No. Aniyos 1005/126/Service-4, dated 31 October 2005 AND No. Aniyos-2015/(NPS)/PR.KR.32/Service-4, dated 06 April 2015
• Applicable Scheme: New Defined Contribution Pension Scheme (NPS — National Pension System)

(viii) Confidential Record Submission (for officers previously in Government service):

• Candidates currently/previously employed in Government service must immediately submit confidential record as per MPSC directions
• Timeframe: Within 1 month
• Appointment granted subject to review of confidential records

(ix) Caste Certificate Validity Check (Reserved Category Candidates): As per General Administration Department Notification BCC 2011/PR.KR.1064/2011/16-B, dated 12 December 2011 — for candidates selected on reserved seats:

• Candidate NOT required to produce caste certificate BEFORE appointment
• After Appointment: Candidate has 6 months from date of appointment order to:
  • Obtain caste certificate validation from relevant Caste Verification Committee
  • Submit validation certificate copy to appointing authority
• Candidate's Responsibility Upon Acceptance of Appointment:
  • Must immediately submit proposal to Caste Verification Committee for verification
  • Must obtain authenticated copy of committee report
  • Must submit copy to appointing authority
• Committee Timeline (per High Court Direction): Caste Verification Committee must issue verification decision within 6 months
• If Certificate Declared Invalid:
  • Commissioner, State Excise shall immediately propose cancellation of appointment order
  • Proposal shall be submitted to Government
  • Action shall follow procedure under Maharashtra Scheduled Castes, Scheduled Tribes, De-notified Castes, Nomadic Tribes, Other Backward Classes and Special Backward Classes (Issue and Verification of Caste Certificate) Act 2000

(x) Personal Conduct — Monogamy:

• Appointee cannot marry a second person while first spouse is living
• Must submit Small Family Certificate as per Government Order, General Administration Department SRV-2000/PR.KR.17/2000/12, dated 01 July 2005

(xi) Village Declaration:

• Appointee must declare village of domicile (स्वग्राम घोवर्त) within 6 months of appointment

(xii) Termination on Character Report:

• Appointment is purely temporary in nature
• If character or conduct verification report is found unsatisfactory:
  • Appointment can be terminated with 1 month notice without assigning any reason
  • No prior justification required
