SUMMARY
This Government Resolution regulates the grant of Toddy shop licenses (TD-1) for the financial year 2018-19 (1 October 2018 to 31 August 2019) under the Maharashtra Toddy Shops (Grant of License by Open Auction or Sealed Bid Method) Order, 2001. The GR extends existing 2017-18 TD-1 licenses by one month until 30 September 2018, mandates the completion of the auction/sealed bid process by 30 September 2018, and permits distribution of new 2018-19 licenses from 1 October 2018 onwards. A special exception allows toddy from Palghar and Raigad districts to be sold in Mumbai (city and suburbs) and Thane districts without requiring proof of 1,000 mature trees at the point of sale.
KEY PROVISIONS
Extension of 2017-18 Licenses:
- TD-1 licensees operating in 2017-18 shall receive extension until 30 September 2018.
- One month's security deposit at the previous year's rate shall be collected.
Auction/Sealed Bid Process for 2018-19:
- All state TD-1 licenses for 2018-19 (1 October 2018 to 31 August 2019) shall be granted through open auction or sealed bid method (रिहाव-रन-रनरवदा पध्दत).
- The complete auction/sealed bid process must be completed during the extended period: 1 September 2018 to 30 September 2018.
- License distribution shall commence from 1 October 2018 for the 2018-19 toddy year.
Terms and Conditions Applicable:
- Government Resolutions dated 28 October 2016 and 2 December 2016 terms and conditions shall remain in force.
- Government Resolution dated 21 August 2017 terms and conditions shall also remain applicable.
Special Exception — Toddy Import from Palghar and Raigad:
- For toddy shops in Mumbai (city), Mumbai (suburbs), and Thane districts:
- The requirement of 1,000 mature trees at the point of sale is relaxed (शिरिि केन — exempted).
- Toddy may be procured and sold from Palghar and Raigad districts (within Konkan region) as a special case.
- When a toddy shop in Mumbai (city), Mumbai (suburbs), or Thane is approved, proof of 1,000 mature trees in Palghar and Raigad districts is not required.
- The Commissioner shall issue detailed procedural instructions (कायणपध्दती) without delay.
Quality Control:
- Precautions shall be taken to ensure adulterated toddy is not distributed.
