Governing Statutes:
Prior Approval: Competent Authority approval required as per prescribed transfer procedures (सक्षम प्राधिकार्यांच्या पूर्व मान्यतेने)
A) Release of Transferred Officers:
Transferred officers must be released immediately upon receipt of the transfer order (बदलीबाबतचे आदेश प्राप्त झाल्यानंतर बदली झालेल्या अधिकार्यांना तात्काळ कार्यमुक्त करावे)
Officers must be relieved from their current postings with full compliance of handover procedures (त्यांच्या सध्याच्या पदार्थीन कार्यमुक्त होऊन नूजू होण्यासाठी आल्यानंतर)
Officers must be posted to their new positions without delay (त्यांना विना विलंब नूजू करून घ्यावे)

Clause 4 – Prohibition on Influencing Transfer Orders:
Prohibited Conduct: No officer may attempt to directly or indirectly exert pressure to change or modify any transfer order (बदलीच्या आदेशात बदल करून घेण्यासाठी कोर्त्याही अधिकार्यासे प्रत्यक्ष वा अप्रत्यक्षपर्े दबाव आणण्याचा प्रयत्न केल्यास)

Anti-Corruption/Anti-Pressure Provision (Rule 23 of Maharashtra Civil Service Conduct Rules, 1979):
The transfers are justified on the basis that all 37 officers have completed 3 years of tenure (सध्याच्या पदार्थीन तीन वर्षांचा कालावधी पूर्ण केला असल्यामुळे) in their respective current positions, satisfying the statutory requirement under Maharashtra Government Employees Transfer Regulation Act, 2005.
NOT APPLICABLE – This is a personnel transfer order. It does not directly affect liquor license categories (FL-I, FL-II, FL-III, FL-IV, CL-I, CL-II, CL-III, Toddy, Neera, etc.). However, these transferred officers will exercise regulatory authority over all license categories in their new jurisdictions.
