   • Penalty Clause: If the receiving office fails to join the transferred officer, and the officer enters "compulsory waiting period" (सक्तीचा प्रतीक्षाकाल) without posting — resulting in payment of salary and allowances without work assignment — the officer responsible for non-joining shall be held personally accountable (संबंधित अधिकाऱयांना जबाबदार धरण्यात येईल).

   Sub-clause (ब) — Reporting Requirement:

   • The Commissioner must immediately inform Government about:
     • The exact date on which the transferred officer was released from current posting (कोणत्या दिनांकास कार्यमुक्त केले)
     • The exact date on which the officer reported at new posting (कोणत्या दिनांकास हजर झाले)

C. ANTI-INFLUENCE PROVISIONS:

Clause 3 — Prohibition on Pressure/Interference:

• No officer may directly or indirectly attempt to exert pressure or influence to change or modify this transfer order (बदलीच्या आदेशात बदल करून घेण्यासाठी कोणत्याही अधिकाऱयाने प्रत्यक्ष वा अप्रत्यक्षपणे दबाव आणण्याचा प्रयत्न).

• Legal Consequence: Such conduct violates Rule 23 of Maharashtra Civil Service (Conduct) Rules, 1979 (महाराष्ट्र नागरी सेवा (वतनूक) नियम, 1979 मधील नियम 23).

• Disciplinary Action: Any violation shall be treated as misconduct (गैरवतनूक) and disciplinary proceedings shall be initiated against the officer (संबंधित अधिकाऱयांविरुद्ध शिस्तभंगविषयक कारवाई करण्यात येईल).

This order is issued under provisions of the Prohibition on Delays in Government Work and Government Duties Act, 2005 (महाराष्ट्र शासकीय कर्मचाऱयांच्या बदल्यांचे विनियमन आणि शासकीय कतर्व्ये पार पाडताना होणाऱया विलंबास प्रतिबंध अधिनियम, 2005), with prior approval of competent authorities.
