• Immediate Implementation: All transferred officers must:

• Immediately surrender charge of their current posts upon receiving this order.
• Immediately take charge at the new posting upon becoming available.
• Not be placed on "work without assignment" status (forcible waiting period) with salary and allowances.

• Operational Instructions for Commissioner of State Excise:

A) Discharge and Assumption of Charge:

• Upon receipt of this transfer order, immediately relieve the transferred officers from their current posts.
• Upon their availability and arrival at the new posting, immediately take charge without delay.
• If an officer is not given charge despite becoming available, and such delay results in "work without assignment" status with salary/allowance, the responsible officer(s) shall be held accountable.

B) Reporting to Government:

• Immediately inform the Government of:
  • The exact date each transferred officer was relieved from their current post.
  • The exact date each transferred officer assumed charge at their new posting.

• Prohibition on Obstruction: Any attempt by any officer, directly or indirectly, to apply pressure to modify or obstruct the transfer order shall be treated as a violation of Rule 23 of the Maharashtra Civil Service (Conduct) Rules 1979 (महाराष्ट्र िागरी सेवा (वतवर्ूक) नियम, 1979), constituting misconduct (गैरवतवर्ूक), and disciplinary action shall be initiated against the offending officer(s).

2. Immediate Assumption of Charge — Accountability for Delays:

3. Obstruction and Misconduct:

• Prohibition: No officer may attempt, directly or indirectly, to apply pressure on competent authorities to modify, revoke, or obstruct this transfer order.
• Penalty: Any such obstruction constitutes a violation of Rule 23 of the Maharashtra Civil Service (Conduct) Rules 1979 (महाराष्ट्र िागरी सेवा (वतवर्ूक) नियम, 1979), is classified as misconduct (गैरवतवर्ूक), and shall result in disciplinary action being initiated against the offending officer(s).

  • Exact date(s) of discharge from current post
  • Exact date(s) of assumption of charge at new post
