2. Legal Authority & Compliance Framework
Transfers executed under the provisions of the Maharashtra Government Employees Transfer Regulation and Prevention of Delay in Performance of Government Duties Act, 2005 (महाराष्ट्र शासकीय कर्मचा-यांच्या बदल्यांचे विनियमन आणि शासकीय कर्तव्य पार पाडताना होणा-या विलंबास प्रतिबंध अधिनियम, 2005).

3. Implementation Directives (To be Strictly Followed by Commissioner of State Excise)
Clause (अ) — Release and Joining Procedures:
a) Upon receipt of this transfer order, transferred officers must be immediately relieved from their current postings (तात्काळ कार्यमुक्त करावे).
b) Officers must report to their new postings without any delay (विनाविलंब रिपोर्ट हाजर होणे अनिवार्य).
c) The date of relief from current posting and the date of joining at new posting must be immediately communicated to the Government in writing (सदर अधिकाऱ्याला रिपोर्ट हाजर होण्यासाठी कोणत्या दिनांकास कार्यमुक्त केले आणि ते नवीन नियुक्तीच्या जागी कोणत्या दिनांकास हजर झाले याबाबत शासनास व्रीत कळवावे).
Clause (ब) — Financial Accountability:
If any transferred officer fails to join the new posting and remains in the relief/waiting period without assignment, the officer shall be held personally responsible for:
Non-compliance results in financial liability on the concerned officer.
4. Prohibition Against Pressure or Manipulation
If any officer attempts directly or indirectly to exert pressure to modify, cancel, or change this transfer order, such action shall constitute:
Violation of Rule 23 of the Maharashtra Civil Service (Conduct) Rules, 1979 (महाराष्ट्र नागरी सेवा (वतनूक) नियम, 1979 मधील नियम 23 चे उल्लंघन)
Misconduct (गैरवतनूक) — punishable under disciplinary proceedings.
The officer shall be subject to disciplinary action (शिस्तभंगविषयक कारवाई).
