Administrative Framework:

1. Posting Authority: Commissioner, State Excise, Maharashtra State, shall establish these supernumerary posts on his establishment.

2. Fund Management:

   • Salary and allowances of appointed officers shall be charged to the same financial year/budget head under which State Excise Department's regular officers' salaries are charged.
   • Advance funds (Wagesdivisional advance) shall be made available to training institutions proportionate to the number of directly attending candidates.
   • Commissioner, State Excise shall process fund disbursement as per directives issued by General Administration Department from time to time.
   • Other arrangements for payment of trainees' salaries during training period shall also be made by the Commissioner.

3. Budget Allocation:

   • Training period expenditure shall be charged to the approved budget allocation for that financial year.
   • Expenses shall be distributed across financial years proportionately.

Special Conditions:

1. Duration: Supernumerary posts are valid for 2 years only — from 02.05.2016 onwards. After successful completion of probationary training, candidates shall be adjusted into regular cadre vacancies.

2. Direct Posting Conditional: Officers shall be posted under the Commissioner, State Excise establishment only after they complete training.

3. Fund Provisioning: Funds must be released in advance based on actual attendance of candidates at training institutions (not on sanctioned strength).

4. Salary Payment: Officers' salaries during training period must be processed through official channels of General Administration Department.

5. Budgetary Constraint: All expenditure must be met from approved budget allocations. No supplementary budget revision is implied.

6. GAD Compliance: Commissioner must strictly follow all directives issued by General Administration Department regarding training, posting, and financial administration.
