Critical Procedural Points

- New District Justification: Palghar newly created (31.07.2014); administrative offices required for state functions
- Committee Vetting: All new cadre proposals required deep scrutiny by Chief Secretary's high-level secretaries' committee (per 10.09.2001 GR) — completed and recommended
- Budget Committed: Funds already allocated in 2015-16 budget under Major Head 2039
- Hierarchical Clearance: Chief Minister approval obtained; not merely administrative routine
No Penalties or Enforcement Mechanisms Stated
This document is a pure administrative/personnel decision — it does not impose penalties, fines, or enforcement obligations on excise licensees or public. It is an internal government restructuring order.
