This is a Human Resources / Administrative Order pertaining to:

• Subject Matter: Recruitment and probationary training of candidates selected for the Maharashtra State Excise Department under State Civil Service (Main) Examination 2014
• Context: Authorization of stipend/allowance payments for trainees during their probationary training period
• NOT about: Liquor licensing, excise fees, foreign liquor, country liquor, or any substantive excise law matters

SUMMARY

The Government of Maharashtra (Home Department) has authorized the creation of 3 supernumerary (अधिसंख्य) posts in the State Excise Department for the duration of probationary training (2 years) of candidates recommended by the Maharashtra Public Service Commission. The resolution approves:

1. Payment of fixed monthly stipends to trainees
2. Administrative and financial arrangements for their training
3. Allotment of these posts to the Commissioner of State Excise

KEY PROVISIONS

Posts Authorized:

• 2 posts of Deputy Superintendent, State Excise (RAOU) — Group B

  • Pay Scale: ₹9,300–34,800 with Grade Pay ₹4,400

• 1 post of Assistant Commissioner, State Excise (RAOU) — Group B

  • Pay Scale: ₹9,300–34,800 with Grade Pay ₹4,400

Duration: 2 years from 2 May 2015 onwards

Stipend Structure During Probationary Training:

• Group A trainees: ₹30,000 per month fixed amount
• Group B trainees (this case): ₹20,000 per month fixed amount

Total Financial Sanction:

• For 3 trainees (2 Deputy Superintendents + 1 Assistant Commissioner of Group B)
• Duration: 2 years
• Total Amount Authorized: ₹14,40,000 (Rupees Fourteen Lakh Forty Thousand only)
  • Calculation: 3 trainees × ₹20,000/month × 24 months = ₹14,40,000

Training Institutions:

• Pune: Yashavantrao Chavan Pratishthan Vikasit Pratishthan (Yavat)
• Nagpur: Vasantrao Naik State Agricultural Extension and Management Training Institute (Vainamati Boyle Petrol Pump vicinity, Dhantoli, Nagpur-442410)

Implementation:

• Funds shall be released in advance to training institutions from 2 May 2015 to 16 August 2015
• Payments to be made in accordance with commercial accounts of the training institution
• The Commissioner of State Excise shall arrange for payment to trainees as per employment regulations

1. Charges to Budget: Expenditure shall be charged to the same financial year ledger head under which the salaries of incumbent officers are recorded.

2. Fund Disbursement: Advance funds provided to training institutions in proportion to the number of trainees physically present from 2 May 2015 to 16 August 2015.
