What Changed:
Previously, applicants for CL-3 (Country Liquor Retail) licenses were required to submit a No-Objection Certificate (NOC) from the premises owner as part of the licensing documentation. This circular issued by the Commissioner, State Excise, clarifies that such NOC is no longer required if the applicant provides alternative proof of premises entitlement. The new provision accepts any one of three documents as sufficient evidence: (1) rent receipt of the premises, (2) lease agreement for the premises, or (3) proof of ownership of the premises. This simplifies the documentary burden on applicants and removes the need to obtain a separate NOC when standard rental or ownership documents are available.
