This circular addresses the treatment of liquor shops that have been closed/shut down by Gram Panchayats when calculating the 10% quota for retail liquor licenses. Previously, there appears to have been ambiguity about whether shops closed by Gram Panchayats should be counted toward the prescribed quota limits. The new directive clarifies that shops closed by Gram Panchayats should NOT be taken into consideration when computing the 10% quota for retail liquor establishments. This effectively means that Gram Panchayat closures do not count against the permissible number of shops in an area, potentially allowing for additional licenses where shops have been administratively closed by local bodies.
