Form R.S. III-A is the application for a transport pass to move rectified spirit, including absolute alcohol, from a sale licensee's premises, a Government warehouse or distillery, or any licensed distillery or warehouse, to the premises of a holder of a Form R.S.II licence or a Form R.S.VI or R.S.VI-A licence. It is filed by the licensee who wants the spirit moved, and it is addressed to the Collector through the District Prohibition and Excise Officer before the consignment is dispatched. The applicant states the quantity, route, purpose and transport period, and undertakes to follow the pass conditions. The form is prescribed under rule 20(1) of the Bombay Rectified Spirit Rules, 1951, and the pass itself is issued in Form R.S.IV.
