What this form is for
Form D. S. XXIII is the Vat Account Register, a running record of the spirit held in a single vat, covering dip readings, strength, receipts, wastage, increases and issues. It is maintained by the holder of a D. S. I licence, who must enter every receipt, transfer, loss and issue affecting each vat during the licence period. The form is prescribed under rule 18 (7) of the Bombay Denatured Spirit Rules, 1959, and its entries let the licensee and the inspecting officer reconcile the stock held against the quantities received and issued.
